A.
The persons described in this Section shall be responsible for complying with the provisions of this Article.
1.
All residents seventeen (17) years old or older shall be responsible for complying with the provisions of this Article with respect to the storage and collection of residential waste on the premises at which they reside.
2.
All persons in possession of common areas of multi-family residential premises or responsible for providing or contracting for waste collection services for such premises and for the benefit of their residents shall be responsible for complying with the provisions of this Article with respect to the storage and collection of solid waste generated on such premises, and this duty shall extend to each manager, agent or employee of such persons.
3.
All persons in possession of non-residential premises shall be responsible for complying with the provisions of this Article with respect to the storage and collection of non-residential waste on the premises they possess, and this duty shall extend to each manager, agent or employee of such persons.
4.
On all premises, it shall be a violation of this Article to perform any act which would make the premises fail to comply with the requirements of this Article, whether or not the person charged resides on the premises or is in possession of the premises or is the agent or employee of a person in possession of the premises.
