A.
It shall be unlawful for any person to operate a motor vehicle other than a farm tractor upon any highway, roadway or alleyway unless that person maintains a valid operator's license issued pursuant to Chapter 302, RSMo. (as amended) or, if a person is a non-resident, by that person's home State, unless exempted from a licensure requirement by Section 302.080, RSMo. (as amended).
B.
While operating a motor vehicle, all drivers shall carry proof of licensure. Proof of licensure shall be displayed for inspection upon demand by any Law Enforcement Officer. Failure of any driver to exhibit proof of licensure to a Law Enforcement Officer shall constitute prima facie evidence that the driver does not have a valid operator's license required by Subsection (A) above.
C.
A violation of this Section is a misdemeanor punishable by a fine of not more than one thousand dollars ($1,000.00) or by imprisonment in the St. Charles County Jail for a term not to exceed one (1) year, or by both fine and imprisonment. A separate offense shall be deemed committed on each day a violation occurs or continues. Enforcement of this Section shall be the responsibility of the County Counselor.
