A.
For the purpose of present and future development of the County of St. Charles and for the promotion of public health, safety, and welfare of persons living within the territory governed, the provisions and regulations hereinafter contained shall govern subdividers and the subdividing and platting of lands lying within the area of jurisdiction of the County of St. Charles.

The rules and regulations governing plats and subdivision of land contained herein shall apply within the County in the unincorporated area. In the event of overlapping jurisdiction within the prescribed area, the extent of jurisdiction shall be determined and agreed upon between the County and the other municipality or municipalities concerned, unless the matter is under litigation. Except in the case of resubdivision, this Chapter shall not apply to any lot or lots forming a part of a subdivision recorded in the office of the County Recorder of Deeds prior to the effective date of this Ordinance, nor is it intended by this Chapter to repeal, annul, or in any way impair or interfere with existing provisions of other laws or orders, except those specifically repealed by, or in conflict with, this Chapter, or with restrictive covenants running with the land. Where this Chapter imposes a greater restriction upon the land than is imposed or required by such existing provisions of law, ordinance, contract, or deed, the provisions of this Chapter shall control.
