Any duly authorized representative of the Village bearing proper credentials and identification shall be permitted to enter a user's premises for the purpose of observation, verification, measurement, sampling, and testing in accordance with the provisions of this chapter and applicable state statutes. Duly authorized representatives shall have no authority to inquire into any process beyond that point having a direct bearing on the characteristics and source of wastewater being discharged to the sanitary sewer.
While performing necessary work on any user's property, all duly authorized representatives of the Village shall observe all safety rules applicable to the premises as established by the user. The Village shall indemnify the user against loss or damage to its property by said duly authorized representatives and against liability claims and demands arising out of alleged personal injury or property damage asserted against the user and arising out of the Village's activities on the premises, except for damages caused by negligence of persons not employed by the Village or by failure of the user to maintain safe conditions.
Any duly authorized representative of the Village bearing proper credentials and identification shall be permitted to enter all private properties through which the Village holds a duly negotiated easement for the purpose of, but not limited to, inspection, observation, verification, measurement, sampling, repair, and maintenance of any portion of the wastewater facilities lying within said easement, all subject to the terms, if any, of the easement.
