In the event a dispute arises between an outside user and the Village of East Troy regarding interpretation or implementation of the service agreement between the outside user and the Village of East Troy, or regarding interpretation or implementation of any provisions or conditions of this chapter, and the parties cannot resolve the dispute to their mutual satisfaction by the efforts of their respective employees and/or representatives, including engineers and other experts, then a meeting(s) shall be held to discuss the issues of the dispute. The meeting(s) shall be attended by no less than a majority of the Village Board and by an no less than a majority of the governing body of the outside user, in the case where the outside user is a municipality, or by a principal executive officer, a general partner, or the proprietor in the case where the outside user is a private enterprise. Either party may file a written request for scheduling of said meeting. The meeting shall be held within 60 days of filing of the request. Both parties shall participate in the meeting(s) in good faith. If the dispute cannot be resolved through discussion and compromise at said meeting(s), then the following means of dispute resolution shall be available:
A. 
Mediation.
B. 
Arbitration.
C. 
Alternate method of dispute resolution.
D. 
Submittal of dispute to a court of competent jurisdiction.
