Every person who shall acquire motor vehicles for the purpose of dismantling the same or who shall sell or offer for sale parts from dismantled motor vehicles, is hereby declared to be engaged in the business or occupation of operating an automobile or motor vehicle wrecking shop.

Any person operating an automobile or motor vehicle wrecking shop shall store and keep all motor vehicle parts under a roof and shall construct and maintain suitable fences or walls around such space under such roof or sufficient height so that no junk, wrecked cars or other material of an unsightly nature shall be visible.

Every person operating an automobile or motor vehicle wrecking shop shall remove outside the City all debris and all parts of cars that are useless.
