Penalty. Any person who shall violate or fail to comply with the provisions of this Schedule shall be guilty of an offense and shall be punished by a minimum fine of five dollars ($5.00), which fine shall be paid at the office of the Circuit Court Clerk of Franklin County, Missouri, within three (3) days of such offenses; and further, upon failure to remit the above-described fine within three (3) days, such person shall be punished by a fine not to exceed one hundred dollars ($100.00).
