A. It
shall be the duty of the City Collector to:
1. Collect the accounts for taxes placed in his/her hands for collection;
2. Receive from the City Clerk and issue and deliver all licenses which
are required to be taken out for the prosecution of any business or
for any exhibition or other thing, when the duty of issuing such license
is not imposed on some other officer, and to collect the tax upon
such license and to register all such licenses in a suitable book
with the name, business and street or residence or place of business
of the licensee and the amount collected thereon and to file a copy
of all such collections with the City Clerk on the first (1st) Monday
in each month;
3. Keep in suitable books, to be furnished by the City Clerk upon his/her
entering on the duties of his/her office, separate and correct accounts
of all bills for taxes, of whatsoever kind, under their appropriate
heads, as received from any authorized City Officer, specifying the
amount of each bill separately, the name or names of the person from
whom such amount is due and when any such bill is collected, the amount
paid and the name of the party paying the same shall be immediately
entered opposite the original entry of such bill. At the time of making
the annual settlement these books shall be delivered to the Board
of Aldermen, therein accurately setting forth the entire amount of
bills received during the year, the amount collected therefrom, deposits
made in the City Treasury and the amount of bills returned as delinquent
and uncollected;
4. Pay to the City Treasurer daily all money or warrants collected by
him/her taking duplicate receipts therefor, one (1) of which shall
be filed with the City Clerk, and to make a full statement on the
first (1st) Monday in each month to the City Treasurer of all money
collected by him/her during the preceding month;
5. Report to the City Attorney and Mayor all persons engaged in any
business, for the prosecution of which a license is required, without
such license;
6. Report to the City Clerk in writing and under oath, after each monthly
settlement with the City Treasurer, a full and complete abstract of
such settlement showing separately the numbers of and amounts of warrants
and the cash collected and paid in the Treasury during the preceding
month;
7. Perform such other duties as be required of him/her by the Board
of Aldermen by ordinance.

The City Collector shall annually, at such times as may be designated
by ordinance, make a detailed report to the Board of Aldermen stating
the various monies collected by him/her during the year and the amounts
uncollected and the names of the persons from which he/she failed
to collect and the causes therefor.
