No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. Except
as otherwise provided in the Ste. Genevieve Code of Ordinances, parking
restrictions shall apply to limit on-street parking for designated
areas zoned for residential or commercial use, unless a residential
parking permit is displayed. The following criteria for issuance of
a residential parking permit must be present:
1. The
residence has no off-street parking accommodations;
2. The
residence is located on a City street where a parking restriction
(posted no parking, or time restricted parking zones) in effect;
3. The
allowance of on-street parking will be determined by the Police Chief
and Fire Chief or their designee(s) to ensure it will not impede traffic
flow, or create a substantial risk to life or property;
4. The
allowance of on-street parking will be determined by the Police Chief
or his/her designee to ensure it will not cause a substantial loss
of service or patronage to affected businesses.
5. Without
the issuance of a residential parking permit, the resident could be
without reasonable access to the residence, due to other vehicles
parked in all of the parking spaces near said residence.
B. The City
staff is hereby directed to begin a program to issue parking permits
to residents on all affected streets. The residential parking program
will include an application process for review by the Police and Fire
Departments. Residential parking permits would waive all fees for
violation of the parking restriction pertaining only to residence
for which the permit was issued. A fee will be imposed for each sticker,
not to exceed four dollars ($4.00). The residential parking permit
will not allow permit holders to park in restricted parking zones
other than the residence specified on the permit application.
