A. 
The purpose of this Article is to reduce or eliminate the hazards to public health and safety caused by excessive stormwater runoff, reduce economic losses to individuals and the community at large, enhance broader social and economic objectives and protect, conserve and promote the orderly development of land and water resources. The provisions of this Article further supplement the regulations contained in the following ordinances of the City of Ste. Genevieve:
1. 
Subdivision ordinance of the City of Ste. Genevieve, including minor and major subdivisions.
2. 
The excavating, filling and grading of lots and other parcels or areas.
3. 
The construction of buildings and the drainage of the sites on which those structures are located, including parking and other paved areas.
4. 
The design, construction and maintenance of stormwater drainage facilities and systems.
5. 
FEMA regulations regulating floodplain management.
6. 
Applicable ordinance(s) governing the National Historic District.
7. 
Zoning ordinance of the City of Ste. Genevieve.
8. 
Dangerous building ordinance of the City of Ste. Genevieve.
9. 
Building codes of the City of Ste. Genevieve.

The provisions of this Article shall be deemed as additional requirements to standards required by other ordinances of the City. In the event of conflicting requirements, the most restrictive shall apply.

The provisions and Sections of this Article shall be deemed separable and the invalidity of any portion of this Article shall not affect the validity of the remainder.

All stormwater plans submitted after the effective date of this Article will be subject to the provisions and regulations stipulated in this Article. This Article shall be effective upon its final passage by the Board of Aldermen.

A. 
Before starting any activities regulated by this Article, an applicant shall comply with the requirements set forth in other applicable ordinances with respect to the submission and approval of preliminary and final subdivision plats, improvements plans, building and zoning permits, floodplain management, inspections, appeals and similar matters, along with those set forth in this Article and as may be required by State Statutes and the regulations of any department of the State of Missouri.
B. 
No final subdivision or development plat shall be approved and no building permits shall be issued until the stormwater management plan has either been waived or reviewed and approved by the City.

For the purposes of this Article, the following definitions are adopted:
2-YEAR FREQUENCY RAINFALL
A precipitation event having a fifty percent (50%) chance of occurring in any one (1) year.
15-YEAR FREQUENCY RAINFALL
A precipitation event having a six and sixty-seven hundredths percent (6.67%) chance of occurring in any one (1) year.
20-MINUTE RAINFALL
A precipitation event of twenty (20) minutes' duration.
24-HOUR RAINFALL
Precipitation event of twenty-four (24) hours' duration.
25-YEAR FREQUENCY RAINFALL
A precipitation event having a four percent (4%) chance of occurring in any one (1) year.
ADMINISTRATIVE OFFICER
The duly appointed official appointed by the City Administrator.
CATCHMENT
The subwatershed as identified in the City of Ste. Genevieve, Storm Drainage Study, dated June 1986, by Booker and Associates, incorporated herein by reference.
DETENTION FACILITY
Any structure which is designed to collect and store stormwater for subsequent gradual discharge.
EASEMENT
A grant by a property owner to the public, a corporation or a person for the use of land for specific purpose and recorded in the land records of Ste. Genevieve County.
EXCESS STORMWATER RUNOFF
That portion of stormwater which exceeds:
1. 
The safe storm drainage capacity of the downstream storm sewers within the catchment, or
2. 
The predevelopment runoff in the particular tract.
PROTECTED CHANNEL
A channel which receives stormwater discharge and which is paved, riprapped or otherwise improved by addition of manmade materials so as to reduce the potential for erosion.
SAFE STORM DRAINAGE CAPACITY
The quantity of stormwater runoff that can be transported by a channel or conduit without having the water surface rise above the top of the channel or conduit.
STORMWATER CHANNEL
A natural or manmade open watercourse with definite bed and banks which periodically or continuously contains moving water or which forms a connecting link between two (2) bodies of water.
STORMWATER RUNOFF
Water that results from precipitation which is not absorbed by the soil or vegetation or evaporated and which flows over the ground surface or is collected in channels or conduits.
STORMWATER RUNOFF RELEASE RATE
The rate at which stormwater runoff is released from dominant to subservient land.
