Prior to construction, the owner shall file a copy of all engineering
plans and a detailed estimate of costs of all proposed sanitary sewer,
water, storm sewer, paving, earthwork and drainage improvements with
the township department of public works. The owner shall pay a fee
for review of such plans equal to 1.25% of the estimate of cost of
such improvements. The minimum engineering review fee shall be as
specified in current engineering contract plus $50 for township administrative
costs. When review costs exceed review fees paid, the township will
request additional funds be deposited prior to further review of plans.
Additional fees will be charged on an hourly basis at the effective
rates under the current engineering contract.
Prior to construction of project improvements, the owner shall
deposit with the township department of public works an amount equal
to 6% of the estimated cost of construction for water, sanitary sewer
and storm sewer as an inspection fee; and shall deposit with the township
building department an amount equal to 6% of the estimated cost of
construction for paving and sidewalks as an inspection fee. Fees collected
for sidewalks in platted subdivisions shall include all sidewalks
along major thoroughfare and any other sidewalk required by the commission
for which the builder is not responsible. Should the cost of an inspection
exceed this amount, the owner or developer shall pay such additional
amounts upon demand. The fees and charges contained in this article
shall be in addition to those charged for debt, service charges, connection
charges and other charges or fees imposed for sanitary sewer and water
supply.
For projects involving an alteration of existing grade, or alteration
of previously approved grade, or for nonengineering drainage review
for building permit purposes, the owner shall pay the township building
department a drainage review fee in the amount of $125. If engineering
review is required pursuant to section 30-149, an additional drainage
review fee of $30 per acre for the first five acres, $20 per acre
for each additional acre, with a minimum fee of $300 per project,
shall be required.

A permit for the alteration of existing grades, or previously
improved grades, issued pursuant to section 30-149 shall be for a
term of six months from the date of issuance. A drainage permit issued
in conjunction with a building permit shall require completion of
rough grades within 60 days after installation of a foundation, and
finish grades shall be completed within six months from and after
issuance of a final certificate of occupancy, weather permitting.
