All animals found running at large in violation of any provision
of this Chapter and all unlicensed animals shall be taken by the poundmaster
or Chief of Police and impounded in the shelter designated as the
City pound; provided however, that when an animal is found running
at large and its owner is known to the poundmaster or Police Chief,
such animal need not be impounded, but the poundmaster or Police Chief
may, in his/her discretion, cite the owner to appear in court to answer
to charges of violation.

Immediately upon impounding animals, the Police Chief or poundmaster
shall make every possible effort to notify the owners of such animals
so impounded and inform such owners of the conditions whereby they
may regain custody of such animals.

Except as otherwise provided in this Section, the owner shall be entitled to resume possession of any impounded animal upon compliance with the license provisions of this Chapter and the payment of the impoundment fees set forth in Section
205.720 of this Article of this Chapter. Except as otherwise provided, any other animal impounded under the provisions of this Article may be reclaimed by the owner upon the payment of the impoundment fees.

Any animals impounded under this Article may be reclaimed upon
payment by the owner to the City of the sum as set by the City from
time to time for each animal. Impoundment fees set forth as herein
provided for keeping animals shall be collected for the City and retained
by it to help defray costs of keeping such animals beyond the period
set forth herein.

When, in the judgment of the poundmaster or Police Chief, an
animal should be destroyed for humane reasons, such animal may not
be redeemed.

No animal impounded for being a public nuisance or impounded for violating the provisions of Sections
205.280 of this Chapter shall be redeemed unless such redemption is authorized by the Municipal Court. Nor shall any wild animal impounded under this Chapter be redeemed unless such redemption is authorized by the Municipal Court.

Any animals impounded under the provisions of this Chapter and
not reclaimed by its owner within seven (7) days may be humanely destroyed
by the poundmaster or placed in the custody of some person deemed
to be a responsible and suitable owner, who will agree to comply with
the provisions of this Chapter and such regulations as may be fixed
by the Police Chief; provided however, that if the animal is one as
to which the respective rights of the owner and the person in possession
or custody are determined by State law, such law shall be complied
with.

It shall be the duty of the Police Chief to keep or cause to
be kept accurate and detailed records of all monies belonging to the
City and received under the revisions of this Article, which records
shall be open to inspection at reasonable times by such persons responsible
for similar records of the City, and shall be audited by the City
annually in the same manner as other City records are audited.

A. Any
dog or cat may be redeemed from the pound by the owner within seven
(7) days after its impoundment and until otherwise disposed of by
the Police Chief, by the payment to the City Collector of the license
fee for the current year, with an impounding fee as set by the City
from time to time. On the exhibition of a current license tag and
a receipt for a dog or cat license for the current year and for the
fees provided for in this Article, the pound shall release to any
owner the dog or cat claimed by him/her.
B. Any
animal other than a dog or cat and any fowl may be redeemed from the
pound by the owner within seven (7) days after its impoundment and
until otherwise disposed of by the Police Chief, by payment to the
City of an impounding fee as set by the City from time to time.
