No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. Definitions. As used in this Section:
RESIDENTIAL STREET
Those public streets and dedicated public rights-of-way whose
primary function is to provide access to immediately adjacent land
used for single-family or multi-family residential purposes.
SEMI-TRAILER
Any wheeled vehicle, without motive power, designed to be
used in conjunction with a truck-tractor so that some part of its
own weight and that of its cargo load rest upon, or is carried by
such truck-tractor and which is commonly used to carry and transport
property over the public highways.
TRUCK
Any vehicle with a body designed to carry property and which
is generally used to carry and transport property over the public
highways.
TRUCK-TRACTOR
Any vehicle which is generally and commonly designed to draw
a semi-trailer and its cargo over the public highways.
B. It is unlawful to:
1.
Leave or park any semi-trailer and truck-tractor, or either
of them, in or at the site of any residential street, except during
the expeditious loading or unloading of property, or except in emergency
situations, during such emergency.
2.
Leave any truck, truck-tractor or semi-trailer in any non-residential
public street or at the side of any street, or on any public property
or thoroughfare, except that pickup trucks rated at one (1) ton or
less shall be subject to the parking regulations applicable to passenger
motor vehicles.

A. It
shall be unlawful for any person to park any vehicle, passenger or
commercial, motor-drive or otherwise, on the streets listed in Schedule
III in the City during the specified periods and the Chief of Police
or his/her deputy is hereby authorized to order that any vehicle parked
in violation of any of the following provisions of this Section shall
be towed to a place of off-street storage, and held in custody until
claimed by the owner.
B. Further,
that the Chief of Police or his/her deputy may issue a citation to
said individual, fine to be imposed by the City Judge, as well as
payment of towing and storage of said vehicle at the place of impound.
