A. 
The City shall charge and collect from the owners of private property the fees, rates and charges set forth in Subsection B of this section when personnel of the City Department of Public Works undertake work on private property as authorized to enforce or abate violations of codes of the City or when otherwise authorized by law.
B. 
The following is the schedule of fees, rates and charges to be charged and collected by the City as authorized by Subsection A:

(1) 
Labor.
(a) 
Hourly rate per laborer: $20.50 (average hourly wages plus fringe benefits).
(b) 
Labor rate calculation formula is:
