A.
It shall be the duty of the person designated by the Mayor as Building Inspector to administer and enforce the regulations contained herein.
B.
It shall be unlawful to commence or to proceed with the erection, construction, reconstruction, conversion, alteration, enlargement, extension, raising or moving of any building or structure, or any portion thereof, without first having applied in writing to the Building Inspector for a building/zoning permit to do so and a building/zoning permit has been granted and approved by the City Council.

Application Districts.

Residential Application Districts. Every application for a building/zoning permit shall be in writing and delivered to the Building Inspector. The applicant must provide a detailed set of plans, including each room, size and location within the building.

Commercial And Manufacturing Districts. In "C" and "M" Districts all provisions for the proposed building or structure and a detailed set of plans, its location on the lot, the basic materials of which it is to be constructed, and the details and type of construction to be used. The Building Inspector shall present to the City Council, at the next regularly scheduled Council meeting, a copy of the application along with the recommendation of the Building Inspector as to whether the building/zoning permit should be issued. The City Council shall consider the application and either approve the application, deny the application or continue consideration of the matter until the next regular meeting or any meeting thereafter as may be required so as to obtain additional or supplemental information as required. Upon the approval of any such building/zoning permit application, one (1) set of the plans as submitted with the application shall be retained by the Building Inspector or City Clerk as a permanent record and one (1) set shall be returned to the applicant if two (2) sets were so delivered. Additionally, for commercial or manufacturing buildings that exceed one hundred twenty-five thousand dollars ($125,000.00) in value, the drawings and plans shall be signed and sealed by an architect.
D.
Blank forms shall be provided by the Building Inspector for the use of those applying for permits as provided in this Chapter.
E.
A careful record of all such applications, plans and permits shall be kept in the office of the Building Inspector or the City Clerk of the City of Chaffee, if the Building Inspector has no such record keeping location.
F.
All permits are for a period of twelve (12) months with construction to begin within the first six (6) months. A renewal penalty of five hundred dollars ($500.00) will be charged for permits not completed by the end of the twelve (12) month period. Large projects will require the approval of the City Building Inspector to extend beyond the initial twelve (12) months building period. No penalty will be charged if extension is approved by the Building Inspector. Under no exceptions will a building permit be allowed to continue beyond twenty-four (24) months from the first date of approval.
