Pursuant to 42 Pa.C.S.A. § 8902, police officers employed by the Township shall, upon the police officers' personal view, have the right of arrest without warrant upon probable cause when there is ongoing conduct that imperils the personal security of any person or endangers public or private property, for any of the following offenses under Title 18, when such offense constitutes a summary offense:
A. 
18 Pa.C.S.A. § 5503 (relating to disorderly conduct).
B. 
18 Pa.C.S.A. § 5505 (relating to public drunkenness).
C. 
18 Pa.C.S.A. § 5507 (relating to obstructing highways and other public passageways).
D. 
18 Pa.C.S.A. § 6308 (relating to purchase, consumption or transportation of liquor or malt or brewed beverages).
The Police "Manual of Rules" provisions promulgated by order of the Chief of Police and as specifically set forth as Policy Number 97-01 regarding the power of arrest for summary offenses, and attached hereto as Exhibit A,[1] are hereby adopted and promulgated by the Board of Supervisors of Fairview Township, York County, Pennsylvania, as the applicable guideline to be followed by police officers when making warrantless arrests pursuant to 42 Pa.C.S.A. § 8902.
