This article shall be cited and may be referred to hereinafter
as the "Mandatory Recycling Law of the Village of Wesley Hills."
It is the goal of the Board of Trustees of the Village of Wesley
Hills to reduce the total amount of solid waste disposed of by the
Village. To accomplish this goal, the Village desires to implement
a recycling program mandating the separation of newspapers and such
other materials as may subsequently be designated by the Mayor from
other refuse produced by residential and nonresidential premises.
This program is further designed to protect the health and safety
of the residents of the Village.
No person shall place designated recyclables in the same refuse
receptacle or otherwise mix them with other forms of refuse for collection,
removal or disposal.
The Mayor is hereby empowered to promulgate and amend rules
and regulations as may be deemed necessary to effectuate the intent
and requirements of this article. Said rules and regulations may require
the recycling of additional materials. Said rules and regulations
and each amendment thereof shall be approved by the Board of Trustees
at a public meeting.
This article shall be enforced by the Mayor, Deputy Mayor, or
Code Inspector of the Village of Wesley Hills.
Any person who shall violate this article shall be subject to
the following punishment: Such person's refuse shall not be collected
and shall be marked with a sticker indicating "MANDATORY RECYCLING
- Your refuse was not collected today because recyclable materials
were mixed in. Your refuse will be collected on your next regular
refuse day, once the recyclable materials have been removed. Village
of Wesley Hills Local Law No. 3-1988."
This article shall take effect on June 1, 1988.
