The City is hereby authorized and
empowered to enter into an airport aid agreement with the Missouri
Highway and Transportation Commission. The funds provided under said
agreement to be used exclusively for the purposes provided in that
agreement in connection with the new Bolivar Municipal Airport project.

A. The airport shall be managed, subject to
ordinances, regulations, policies and procedures as approved by the
Board of Aldermen from time to time, by the City Administrator or
his/her designee, or if the office of City Administrator is temporarily
vacant, then by such person as the Board of Aldermen may designate.
B. The duties and responsibilities of the
City Administrator or his/her designee shall be the following:
1.
To implement all ordinances, resolutions,
regulations, policies, procedures or directives of the Board of Aldermen
pertaining to the operation of the airport.
2.
To assess the need for and oversee
airport construction and expansion.
3.
To assist in the formulation of policies
and work programs.
4.
To monitor hangar rentals and the
collection of hangar rents.
5.
To supervise repair and maintenance
to airport buildings and grounds with assistance of City workers or,
if approved by the Board of Aldermen, independent contractors.
6.
To monitor the airport budget and
purchases and to ensure compliance with the budget as approved by
the Board of Aldermen from time to time.
7.
To coordinate activities of the Bolivar
Municipal Airport with Federal, State and other governmental units
to insure an effective aviation operation.
8.
To prepare and maintain information
that will assist in responding to inquiries about the Bolivar Municipal
Airport.
9.
To monitor Federal and State legislation
and regulations relating to aviation and to make recommendations to
the Mayor and Board of Aldermen for actions and activities in response
to proposed or adopted legislations and regulations.
10.
To monitor, prepare and recommend
to the Board of Aldermen implementation of any necessary programs
or activities to promote the Bolivar Municipal Airport.
11.
To provide support to the Mayor,
Board of Aldermen and the fixed-base operator and to act as a liaison
between the fixed-base operator and the Mayor and Board of Aldermen
of the City.
12.
To research grant opportunities and
assist in grant applications relating to the enhancement and growth
of the Bolivar Municipal Airport.
13.
To report regularly to the Mayor
and Board of Aldermen as to the activities of the Bolivar Municipal
Airport.
