The "C-1" Neighborhood Commercial District is intended to provide for the development of small retail, office, and service businesses which are compatible in scale and intensity of use with the surrounding residential neighborhoods, and to provide district regulations and development requirements.

A. 
Except as otherwise provided in this Chapter, a building or premises in a "C-1" District shall be used only for the following purposes:
1. 
Any use permitted in the "B" Residential District.
2. 
Banking and lending institutions.
3. 
Barber and beauty shops.
4. 
Business offices.
5. 
Business schools.
6. 
Colleges.
7. 
Professional offices.
8. 
Post offices.
9. 
Sales and show rooms.
10. 
Retail stores and shops employing not more than three (3) persons and selling goods, wares and merchandise that are not to be used or consumed on the premises where sold.
11. 
Studios of an artist or photographer.
B. 
No single-family dwelling, two-family dwelling, or multiple dwelling located on any lot, tract of land, or parcel of ground herein designated under this zoning district classification shall offer or provide a guest room within it for short-term rental purposes that accommodate a transient guest or guests. Nothing herein shall preclude an allowable home occupation, as set forth in the City of Rock Hill Zoning Ordinance.
