The City shall grant no franchise or renewal thereof except
after public hearing, for which a notice shall be published once a
week for three successive weeks during which the proposed grant of
franchise shall be on file with the City Clerk for public inspection.
All books, records, correspondence, papers and other property
of each department, officer, and employee shall be City property and
shall be delivered by the custodian thereof to his or her successor.
The Council shall designate not more than two newspapers of
general circulation in the City to be the official newspaper or newspapers.
There shall be published in the official newspaper or newspapers all
notices, ordinances, local laws, and other information required by
law to be so published.
Every agency, board, commission and other entity shall conduct
its business in accordance with the provisions of the Open Meetings
laws of the State of New York.
