Except as otherwise allowed by law and except as allowed and
provided by the codes, rules and regulations of the DEC, it shall
be unlawful for any person to place, deposit or permit to be deposited
upon public or private property within the Town of Royalton or any
area under the jurisdiction of said Town, any human or animal excrement,
garbage or other objectionable waste.
Where a public sanitary sewer system is available, no person
shall discharge to any natural outlet within the Town, or in any area
under the jurisdiction of the Town, any sewage, industrial wastes
or other polluted waters, except pursuant to a permit issued by a
county, state or federal agency having legal authority to issue said
permit.
Where public sewers are available as hereinafter provided, it
shall be unlawful to construct or maintain any privy, privy vault,
septic tank, cesspool or other facility intended or used for the disposal
of wastewater.
Every owner of any house, building or other property used for
human occupancy, employment, recreation or other purpose, situated
within the Town of Royalton and located on premises abutting on any
street, alley, right-of-way or easement in which there is located
a public sanitary sewer of the Town, is hereby required at such owner's
expense to install suitable wastewater facilities therein, and to
connect such facilities directly with the proper public sanitary sewer
in accordance with the provisions of this chapter, within 90 days
after the date of receiving official written notice to do so.
