No person shall post, stick, stamp, paint or otherwise fix, or cause the same to be done by any person, any notice, placard, bill, card, poster, advertisement or other paper or device, calculated to attract the attention of the public, to or upon any sidewalk, crosswalk, curb or any other portion or part of any public way or public place, including any and all streets, boulevards, avenues, lanes, alleys and any and all public parks, squares, spaces, plazas, grounds and buildings, or to any lamppost, electric light, telegraph or telephone pole, or to any railway structure, hydrant, shade tree or tree box, or to any other public structure or building, or upon any pole, post, box or fixture erected by any governmental agency for control of traffic or parking, designation of streets or highways or other public purpose, except as such may be authorized or required by the laws of the United States, the Commonwealth of Pennsylvania or the ordinances of the Borough of Lansdale.
As used in this article, the following terms shall have the meanings indicated:
PERSON
Includes any person, firm, partnership, association, corporation, company or organization of any kind.
Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. Upon judgment against any person by summary conviction, or by proceedings by summons on default of the payment of the fine or penalty imposed and the costs, the defendant may be sentenced and committed to the Borough lockup for a period not exceeding 10 days or to the county jail for a period not exceeding 30 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense.
