In order to expedite the flow of traffic and to promote traffic safety and the public welfare, the following regulations with respect to turns at the specified intersections are hereby enacted.
A. 
Each of the four approaches to the intersection of Main Street with the following streets, namely, Church Road, Line Street, Broad Street and Valley Forge Road (Franconia Avenue) shall be separated into two lanes, the one nearest the curb to be known as the outside lane and the one nearest the center line as the inside lane. Subject to the traffic signals controlling the intersections aforesaid, persons operating motor vehicles therein and the approaches thereto shall observe the following regulations:
(1) 
All right-hand turns shall be made from the outside lane.
(2) 
All left-hand turns shall be made from the inside lane.
(3) 
All through traffic shall use the inside lane when traveling east on Main Street at Church Road and west on East Main Street at Lansdale Avenue. In all other cases, through traffic shall use the outside lane.
B. 
At the intersection of West Main Street and Walnut Street, left turns from West Main Street to Walnut Street shall be prohibited between the hours of 4:00 p.m. and 6:00 p.m., except Sundays and holidays; and, when otherwise made, shall be made from the middle lane of West Main Street only.
C. 
At the intersection of East Hancock Street with South Broad Street as to westbound traffic, all right turns north on South Broad Street and all through traffic shall be from the outside lane only, and all left turns south on South Broad Street from East Hancock Street shall be from the center lane only.
D. 
At the intersection of Vine Street with South Broad Street, all left turns from Vine Street to South Broad Street shall be from the center lane of Vine Street only, and all right turns shall be from the right lane of Vine Street. Such markings of arrows and/or lanes on Vine Street and such signs, all to give notice of this regulation, shall be painted and installed as the Public Safety Committee shall specify.
E. 
Any provision in this chapter or any amendments thereto to the contrary notwithstanding, pursuant to the provisions of the Vehicle Code of Pennsylvania, Act of June 17, 1976, P.L. 162, Section 3112(a)(3)(ii),[1] vehicular traffic facing a steady red signal may enter the intersection to turn right or to turn left from a one-way roadway onto a one-way roadway after stopping, except that, further pursuant to the provisions of said Vehicle Code and Permit Nos. 917 and 919 issued by the Department of Transportation, no turn on red signal shall be permitted for vehicles traveling in any direction at the intersection of Main Street and Broad Street and the intersection of West Main Street and Valley Forge Road, and the installation of official no-turn-on-red signs at the proper locations at said intersections giving notice of this prohibition is hereby authorized.

F. 
At the intersection of East Hancock Street with South Line Street, as to eastbound traffic, all left turns onto South Line Street shall be from the left lane only, and all through traffic shall be from the right lane only. The left lane shall be designated as 150 long by 10 feet wide, with appropriate signs and pavement markings.
Any operator of any motor vehicle violating the provisions of this article shall be guilty of a violation of this article and subject to the penalties hereinafter provided.
