Words and phrases when used in this chapter shall have the meanings
ascribed to them in the Motor Vehicle Code of Pennsylvania as now
in force or may be amended from time to time, except in such cases
where the context clearly indicates a different meaning. The singular
shall include the plural, and the masculine the feminine. Although
the streets of the Borough are laid out in a northeast-southwest and
a northwest-northeast direction, for the purposes of this chapter,
directions and locations with respect to streets shall be expressed
in terms of the cardinal points of the compass only. In determining
such directions and locations, it shall be assumed that Main Street
and parallel streets run in an east-west direction and that Broad
Street and parallel streets run in a north-south direction.
The members of the police force of the Borough of Lansdale are
hereby given authority to direct traffic on the streets and highways
of the Borough and at all intersections therein.
The provisions of this chapter, so far as they are the same
as those of ordinances and regulations in force immediately prior
to the enactment of this chapter, are intended as a continuation of
such ordinances and regulations and not as new enactments. The provisions
of this chapter and any repeals of ordinances herein declared shall
not affect any act done or liability incurred, nor shall they affect
any suit or prosecution pending or to be instituted to enforce any
right, fine or penalty or to punish any offense under the authority
of such repealed ordinances.
It is declared to be the legislative intent that no provisions
herein shall conflict with the provisions of the Motor Vehicle Code
of Pennsylvania,[1] but rather that all provisions of this chapter be in harmony
therewith. In the event that any regulation or other provision herein
or fine, penalty or other punishment prescribed by this chapter is
in conflict with the provisions of said Vehicle Code, then and in
such event the same shall give way to the provisions and penalties
of the Motor Vehicle Code.
