A. 
Composition. The Board of Review shall consist of the Village President, the Village Clerk-Treasurer, and three Trustees of the Village Board, who shall be annually appointed at the Board's organizational Meeting. The President of the Village Board shall make the appointments, subject to the confirmation of the Board of Trustees, at said organizational meeting.
B. 
Duties.
(1) 
Duties. The duties and functions of the Board of Review shall be as prescribed in §§ 70.46 and 70.47, Wis. Stats.
(2) 
Compensation. Compensation for the members of the Board of Review shall be as is established by the Village Board at the organizational meeting in April.
C. 
Meetings. In accordance with § 70.47(3)(b), Wis. Stats., the Village Board does hereby exercise their right to designate hours for the annual Board of Review proceedings other than those set forth in § 70.47(3)(a), and does hereby designate the hours of the annual Board of Review meeting to be a two-hour period between the hours of 8:00 a.m. and midnight. Exact times to be published and posted as required by law.

A. 
Composition. The Board of Health shall consist of the members of the Village Board's Public Safety Committee, who shall be annually appointed.
B. 
Power of appointment. The Board of Health may appoint persons to aid them.
C. 
Responsibilities.
(1) 
The Board of Health shall take such measures as shall be most effectual for the preservation of the public health. It shall be the duty of the Board of Health to assume the general administration of health and sanitation laws and regulations in the Village and to attend to the administration and enforcement of the health laws of the state and the rules and regulations prescribed by the Department of Health Services and the ordinances of the Village.[1]

(2) 
The Board shall take such measures and make such rules and regulations as shall be necessary and effectual for the preservation and promotion of the public health in the Village. All orders and regulations of the Board shall be published in the official newspaper and after publication, shall have the force and effect of ordinances, including penalty for violation.
A. 
Creation. Pursuant to the authority granted by § 66.0125, Wis. Stats., the Village of Trempealeau hereby creates a Village community relations-social development commission to be known as the "Health and Wellness Commission."
B. 
Composition. The Health and Wellness Commission shall consist of nine voting members, including the Village President, who shall be the presiding officer, one Village trustee, and three citizens of the Village. In addition, the Health and Wellness Commission shall include two members from the Town of Caledonia and two members from the Town of Trempealeau, Trempealeau County, Wisconsin.
C. 
Trustee member. The trustee member of the Health and Wellness Commission shall be elected annually for a term of one year by a 2/3 vote of the Village Board at the Village Board's annual organizational meeting.
D. 
Citizen member. The three citizen members shall be appointed by the President subject to confirmation by a majority vote of the Village Board, upon creation of the Health and Wellness Commission to hold office for periods ending one, two and three years, respectively, from the first day of May next succeeding their appointment or until a successor is appointed and qualified. Thereafter, the President shall appoint, subject to confirmation by a majority vote of the Village Board, one citizen member annually during April for a term of three years. The two members from the Town of Caledonia and Town of Trempealeau shall be appointed by a majority vote of the respective Town Board, subject to final confirmation from the Trempealeau Village Board. The Town members will have a term of two years from the first day of May next succeeding their appointment, or until a successor is appointed and qualified. Citizen members shall be people of recognized experience and qualifications and at least one citizen member shall be a person employed in a health profession.
E. 
Organization. Annually at its first meeting, the Health and Wellness Commission shall organize itself by electing a vice-chair, secretary and such other officers as may, in their judgment, be necessary.
F. 
Records. The Health and Wellness Commission shall keep a written record of its proceedings, including all actions taken, a copy of which shall be filed with the Village Clerk-Treasurer.
G. 
Quorum; required vote for action. Five voting members shall constitute a quorum of the Health and Wellness Commission for conducting business, but the affirmative vote of a majority of all voting members of the Health and Wellness commission shall be required to take any action.
H. 
Powers and duties. The Health and Wellness Commission shall have the powers and duties set forth in § 66.0125, Wis. Stats., as amended from time to time hereafter, the power to accept on the Village's behalf donations of funds by gift, bequest, or otherwise, and such other powers and duties as the Village Board may by ordinance vest in it from time to time.
I. 
Mandatory referrals to Commission. The Village Board or the Village President, having final authority thereon, shall refer to the Health and Wellness Commission for its consideration and report before final action is taken by the Village Board, public body or officer, the following matters: All matters, including proposed ordinances, complaints, and investigations, which affect the health, safety and wellness of Village residents; the use of funds available to the Commission for constructing health-care facilities, subject to limitations on the use of such funds imposed by Village ordinance; and any other matters authorized by law.
A. 
Establishment. A Zoning Board of Appeals shall be appointed as specified in § 62.23(7)(e) of the Wisconsin Statutes. The Zoning Board of Appeals shall consist of five citizen members, appointed by the Village President, subject to confirmation by the Village Board, for a three-year term of office. The members shall serve without compensation and shall be removable by the Village Board for cause upon written charges and upon public hearing. The Village President shall designate one of the members Chairman. The Village President shall appoint, for staggered terms of three years, two alternate members of such Board, in addition to the five members above provided for.[1]

B. 
Powers. The Zoning Board of Appeals shall have the following powers:
(1) 
To hear and decide appeals where it is alleged there is error in any order, requirement, decision, or determination made by an administrative official in the enforcement of Chapter 520, Zoning, Chapter 497, Floodplain Zoning, or Chapter 506, Shoreland-Wetland Zoning.[2]

(2) 
To hear and decide special exceptions to the terms of Chapter 520, Zoning, Chapter 497, Floodplain Zoning, and Chapter 506, Shoreland-Wetland Zoning, upon which the Board of Appeals is required to pass.[3]

(3) 
To authorize, upon appeal in specific cases, such variance from the terms of the Village zoning regulations as will not be contrary to the public interest, where owing to special conditions, a literal enforcement will result in practical difficulty or unnecessary hardship, so that the spirit of Chapter 520, Zoning, shall be observed, public safety and welfare secured and substantial justice done; provided, however, that no such action shall have the effect of establishing in any district a use or uses not permitted in such district.
(4) 
To permit the erection and use of a building or premises in any location subject to appropriate conditions and safeguards in harmony with the general purposes of Chapter 520, Zoning, for such public utility purposes which are reasonably necessary for public convenience and welfare.[4]

(5) 
The Zoning Board of Appeals may reverse or affirm wholly or in part or may modify any order, requirement, decision or determination appealed from, and may make such order, requirement, decision or determination as in its opinion ought to be made in the premises. If a quorum is present, the Board of Appeals may take action under this subsection by a majority vote of the members present. The grounds of every such determination shall be stated and recorded. No order of the Zoning Board of Appeals granting a variance shall be valid for a period longer than six months from the date of such order unless the land use permit is obtained within such period and the erection or alteration of a building is started or the use is commenced within such period.[5]

C. 
Meeting and rules. All meetings of the Board shall be held at the call of the Chairman and at such other times as the Board may determine. All hearings conducted by the said Board shall be open to the public. The Board shall keep minutes of its proceedings, showing the vote of each member upon each question, or, if absent or failing to vote, indicating such fact, and shall keep records of its examination and other official actions, all of which shall be immediately filed in the office of the Village Clerk-Treasurer and shall be public record. The Board shall adopt its own rules of procedure not in conflict with this section or with the applicable Wisconsin Statutes.
D. 
Offices. The Village Board shall provide suitable offices for holding hearings and the preservation of records, documents, and accounts.[6]

The Community Development Block Grant Committee shall consist of five members appointed by the Village President, subject to Village Board conformation, for three-year terms of office. The Committee shall administer projects funded by community development block grants.
A. 
Organization; terms.
(1) 
There is hereby created, pursuant to Chapter 43 of the Wisconsin Statutes, a Municipal Library Board for the Village consisting of a seven-member board in three classes. Two of such members shall serve for a period of three years, three to serve for two years, and two to serve for a period of one year.

(2) 
Terms of such members shall be from July 1 in the year of their appointment and thereafter each regular appointment shall be for a term of three years. Not more than one member of the Village Board body shall at any one time be a member of the Library Board. Members shall be appointed by the Village President, subject to confirmation by the Village Board. The Village President shall appoint as one of the Library Board members a school district administrator, or his representative, to represent the public school district or districts in which the library is located.
(3) 
A majority of the membership of the Board shall constitute a quorum.
(4) 
As soon as practicable after the first appointments, at a date and place fixed by the appointing officer, and annually thereafter, within 30 days after the time designated in this section for the beginning of terms, the members of the Library Board shall organize by election from among their number a President and such other offices that they deem necessary to prescribe and adopt rules and regulations for the operation of the library.
B. 
Duties and powers. The Library Board shall have the duties and powers as prescribed by Chapter 43, and more particularly set forth in § 43.58 of the Wisconsin Statutes.

A. 
Creation. Pursuant to the authority granted by §§ 61.35 and 62.23, Wis. Stats., the Village of Trempealeau hereby creates a Village Plan Commission.
B. 
Composition. The Plan Commission shall consist of seven members, including the Village President, who shall be the presiding officer, the Village Engineer, the Village Building Inspector, one Village Trustee, and three citizens of the Village. If at any time the Village has no engineer or no Building Inspector, the President shall appoint additional citizen members so that the commission has at all times seven members.
C. 
Trustee member. The trustee member of the Plan Commission shall be elected annually for a term of one year by a 2/3 vote of the Village Board at the Village Board's annual organizational meeting.
D. 
Citizen members. The three citizen members shall be appointed by the President, subject to confirmation by a majority vote of the Village Board, upon creation of the commission, to hold office for periods ending one, two, and three years, respectively, from the succeeding first day of May. Thereafter, the President shall appoint, subject to confirmation by a majority vote of the Village Board, one citizen member annually during April for a term of three years. Citizen members shall be people of recognized experience and qualifications. Additional citizen members, if any, shall be first appointed to hold office for periods ending one year from the succeeding first day of May, and thereafter annually during the month of April. Whenever a Village Engineer or Village Building Inspector is appointed, the Village Engineer or Village Building Inspector shall succeed to a place on the commission when the term of an additional citizen member expires.
E. 
Organization. Annually at its first meeting, the Plan Commission shall organize itself by electing a vice-chair, secretary and such other officers as may, in their judgment, be necessary.
F. 
Records. The Plan Commission shall keep a written record of its proceedings, including all actions taken, a copy of which shall be filed with the Village Clerk-Treasurer.
G. 
Quorum; required vote for action. Four members shall constitute a quorum of the Plan Commission for conducting business, but the affirmative vote of a majority of all members of the Plan Commission shall be required to take any action.
H. 
Employment of experts. The Plan Commission shall have the power to employ experts and such staff as may be necessary and proper, and to pay for their expenses and such other expenses as may be necessary and proper, within the limits of the budget established by the Village Board or placed at the Plan Commission's disposal through gift and subject to any ordinance or resolution enacted by the Village Board. Notwithstanding the foregoing, the Plan Commission shall, as far as practicable, utilize the services of existing Village officials and employees.
I. 
Powers and duties. The Plan Commission shall have the powers and duties set forth in § 62.23, Wis. Stats., as amended from time to time hereafter, and such other powers and duties as the Village Board may by ordinance vest in it from time to time.
J. 
Mandatory referrals to Commission. The Village Board or the Village officer having final authority thereon shall refer to the Plan Commission, for its consideration and report before final action is taken by the Village Board, public body or officer, the following matters: the location of any statue or other memorial; the location, acceptance, extension, alteration, vacation, abandonment, change of use, sale, acquisition of land for or lease of land for any street, alley or other public ways, park, playground, airport, area for parking vehicles, or other memorial or public grounds; the location, extension, abandonment or authorization for any public utility whether publicly or privately owned; all plats of lands in the Village or within the territory over which the Village is given platting jurisdiction by Chapter 236, Wis. Stats.; the location, character and extent or acquisition, leasing or sale of lands for public or semipublic housing, slum clearance, relief of congestion, or vacation camps for children; and the amendment or repeal of any land use ordinance. Unless such report from the Plan Commission is made within 30 days, or such longer period as may be stipulated by the Village Board, the Village Board or other public body or officer may take final action without it.

A. 
No person not a resident of and not residing in the Village shall be appointed in a voting capacity to any Village Board or Commission. Any Board or Commission member who moves from the Village shall be removed from such Board or Commission, but may be appointed to serve in an ex officio capacity.
B. 
An exception to the residency requirement as stated above is granted to the Health and Wellness Commission. The Health and Wellness Commission shall include two representatives from each of the following townships: Caledonia and Trempealeau.

A. 
Regular meetings; public notice. Every Board, Committee and Commission created by or existing under the ordinances of the Village shall:
(1) 
Schedule a date, time and place for its meetings.
(2) 
Post, or when necessary, publish notice in or notify the official Village newspaper in advance of each such regular meeting of the date, time, and place thereof, in compliance with state law, thereof; and/or
(3) 
Post, at the front door of the Municipal Building, an agenda of the matters to be taken up at such meeting.
B. 
Special meetings. Nothing in Subsection A shall preclude the calling of a special meeting or dispensing with the publication of notice or such posting of the agenda, for good cause, but such special meetings shall nonetheless comply in all respects with the provisions of §§ 19.81 and 19.89, Wis. Stats.
C. 
Minutes. The secretary of each board, committee and commission shall file a copy of the meeting minutes of such board or commission with the Village Clerk-Treasurer.
