Overhead service is the Borough standard for new services or
replacement services for existing overhead services. However, underground
services may be installed to replace existing underground services
or in place of an aerial service when a written request for such service
is submitted by the customer and approved by the Borough. The customer
shall pay the cost difference between aerial and underground service.
The Borough will replace aerial services that exist across public
roads and rights-of-way. The Borough will bring the aerial replacement
service to the customer's facility. The Borough will bill all of its
costs for replacement of the aerial service across the road or public
rights-of-way to the customer. The customer agrees to pay all these
costs to the Borough.
The Borough will replace underground services that exist under
public roads and rights-of-way. The Borough will bring the underground
replacement service to the customer's property line. The customer
will then extend the underground service on his own property to its
facility. The Borough will bill all of its costs for replacement of
the underground service under the road or public rights-of-way to
the customer. The customer agrees to pay all these costs to the Borough.
The applicant shall furnish as required by the Borough, at no
charge to the Borough, property plats, utility plans, site plans,
grading plans, roadway profiles, property line stakes, grade stakes,
and other items showing details of proposed construction. This information
is required in reasonable and sufficient time to allow the Borough
to design and construct its facilities in a safe and efficient manner
to meet service requirements and to comply with applicable laws, codes,
and the electric rules and regulations.
The location of service connections shall be determined and
designated by the Borough in the Borough's sole discretion. The consumer
shall provide, free of charge or expense to the Borough, a dry and
suitable place satisfactory to the Borough for installation of transformers,
meters or other equipment of the Borough which may be necessary for
the supply of electric service desired and/or required by the consumer.
The consumer's wiring shall be brought to the outside of a building
to be served at a location and in such a manner approved by the Borough,
which location will be easily accessible for attachment of consumer's
wiring to the Borough's lines. All construction and connections from
the point of attachment and any building work shall be at the expense
of the consumer and shall include Borough approved type service entrance
equipment which may only be sealed by the Borough and which shall
be accessible only to the Borough's authorized representative.
The consumer shall provide substantial structural supports for
attaching the Borough's service brackets to buildings.
The structural supports shall be at a height such that there
will be a minimum clearance of 16 feet between the Borough's wires
and the ground.
With the exception of the metering equipment, the Borough's
service equipment will, in ordinary installations, terminate at the
service bracket attached to the building. The customer shall own and
maintain all equipment on the customer side of the termination, including
the meter socket. Any distribution, receiving or transforming facilities
on the customer's side of the termination shall be furnished, installed
and maintained by the customer, operated by the customer and owned
or leased by the customer.
