A. 
Services. Services as used in this section refer to overhead and underground secondary voltage conductors and associated materials between the last aerial structure (typically a pole) or underground terminal (typically a pad-mounted transformer, secondary junction box, or pedestal) of the Borough electric distribution system and the point of connection with the customer's facility (typically a building eave or outside wall).
B. 
Service. The "service" is the secondary voltage conductor that delivers electric power from the Borough system to the customer installation. Services shall be installed either overhead or underground (as determined by the Borough) and shall be designed and installed consistent with good engineering practices.
C. 
Conductor. The type of conductor used for service entrances shall be approved by the Borough.
Overhead service is the Borough standard for new services or replacement services for existing overhead services. However, underground services may be installed to replace existing underground services or in place of an aerial service when a written request for such service is submitted by the customer and approved by the Borough. The customer shall pay the cost difference between aerial and underground service.
The Borough will replace aerial services that exist across public roads and rights-of-way. The Borough will bring the aerial replacement service to the customer's facility. The Borough will bill all of its costs for replacement of the aerial service across the road or public rights-of-way to the customer. The customer agrees to pay all these costs to the Borough.
The Borough will replace underground services that exist under public roads and rights-of-way. The Borough will bring the underground replacement service to the customer's property line. The customer will then extend the underground service on his own property to its facility. The Borough will bill all of its costs for replacement of the underground service under the road or public rights-of-way to the customer. The customer agrees to pay all these costs to the Borough.
A. 
Modification. Any modifications or relocations of existing customer-owned services shall be made by written mutual agreement of the Borough and the customer. When, in the Borough's opinion, such relocations or portion of such relocation is requested by the Borough and deemed to benefit the Borough and the customer, the resulting cost may be prorated between the Borough and the customer accordingly.
B. 
Relocation. In the event the Borough shall be required by any public authority to place underground or relocate any portion of the Borough's electric distribution system, the customer shall make the necessary changes in the location of his service facilities to accommodate such changes. The cost to change the customer's service will be borne by the requesting public authority and/or the customer.
The applicant shall furnish as required by the Borough, at no charge to the Borough, property plats, utility plans, site plans, grading plans, roadway profiles, property line stakes, grade stakes, and other items showing details of proposed construction. This information is required in reasonable and sufficient time to allow the Borough to design and construct its facilities in a safe and efficient manner to meet service requirements and to comply with applicable laws, codes, and the electric rules and regulations.
A. 
Grading required. The construction area as designated by the Borough shall be graded to within six inches of final grade before the Borough will commence construction.
B. 
Change in grade. If subsequent to construction start-up the Borough is required to relocate or adjust any of its installed facilities due to change in grade, adjustments of property lines or change in lines or change in plans, the cost of such relocation shall be borne by the applicant, his successors or assignees.
A. 
General.
(1) 
The applicant requesting service shall furnish at no cost to the Borough suitable rights-of-way, permits, or easements for the installation of facilities on, over, under, and across the premises of the applicant (that is land other than public space, public right-of-way or land dedicated for utility use) for the purpose of providing electric utility service to the applicant and to the premises and other users in the vicinity.
(2) 
Tree trimming. These rights-of-way shall grant the Borough the right to trim and/or clear trees and other obstructions as it deems necessary.
(3) 
These rights-of-way shall grant the Borough permission to utilize locations and equipment enclosures which are suitable (in the Borough's opinion) for the installation of Borough facilities.
(4) 
Borough shall maintain right to trim and/or clear trees and other obstructions on public right-of-way and public spaces as it deems necessary.
B. 
Obtaining rights-of-way. If it is necessary to acquire such rights from others, such as abutting property owners, lessors, railroads, etc., in order for the Borough to serve the applicant, then the applicant shall be responsible for obtaining such rights as the Borough deems necessary. The Borough will not in any way be subject to any claims from the customer deriving from delays in obtaining rights-of-way.
C. 
Construction area requirements.
(1) 
Where, due to the nature of the property to be served, the Borough finds that the exact boundaries are of critical importance, the applicant shall locate and mark such boundaries to the reasonable satisfaction of the Borough.
(2) 
The applicant shall be responsible for clearing all trees, tree stumps, and other obstructions from the construction area as designated by the Borough, said clearing to be completed in reasonable time to meet service requirements. Shrubbery, fences or any obstructions shall not be planted within 10 feet of transformers.
D. 
Primary voltage distribution line rights-of-way. The Borough shall construct, own, operate, and maintain underground or overhead primary distribution lines only along public streets, roads, and highways which the Borough has the legal right to occupy. The Borough shall also construct said lines on public lands and private property across which rights-of-way and easements satisfactory to the Borough have been obtained within a reasonable time period and without cost or condemnation by the Borough.
A. 
General policy. It is the intent of the Borough to provide electric service to customers as reliably and cost-effectively as possible so that existing customers do not bear the cost of the installations necessary for new customers, and cost assignments shall be the responsibility of the applicant.
B. 
Responsibilities of the applicant. This policy will cover a new single residence, the development of multiple single-family residences on a subdivided parcel, and all commercial facilities.
C. 
Connection charges. Charges shall be set by resolution of the Borough.
D. 
Payment, ownership, and installation responsibilities. Over two spans of distribution system extension, the applicant will pay for all distribution line extensions, including poles, conductors, connectors, insulators, transformer enclosures, transformer pads, lightning arresters, cutouts, fuses, switches, switchgear, miscellaneous supplies, and all installation costs, including labor, vehicles, equipment rentals, etc.
E. 
Design and layout responsibilities within a residential or commercial development.
(1) 
The developer shall provide to the Borough six complete sets of detailed site plan drawings of the development plans, including, but not limited to, grading, property boundaries, easements, existing utilities, and planned utilities.
(2) 
The developer will pay for and the Borough will provide the design, procurement, materials and supplies, and labor associated with the installation of streetlighting. All materials and equipment will conform to the Borough's approved equipment list which is available from the Borough's Electric Department.
F. 
Rights-of-way and easements. Costs associated with obtaining and recording rights-of-way and easements will be borne by the applicant. The applicant will be solely responsible to obtain and record all rights-of-way and easements on private properties.
The location of service connections shall be determined and designated by the Borough in the Borough's sole discretion. The consumer shall provide, free of charge or expense to the Borough, a dry and suitable place satisfactory to the Borough for installation of transformers, meters or other equipment of the Borough which may be necessary for the supply of electric service desired and/or required by the consumer.
The consumer's wiring shall be brought to the outside of a building to be served at a location and in such a manner approved by the Borough, which location will be easily accessible for attachment of consumer's wiring to the Borough's lines. All construction and connections from the point of attachment and any building work shall be at the expense of the consumer and shall include Borough approved type service entrance equipment which may only be sealed by the Borough and which shall be accessible only to the Borough's authorized representative.
The consumer shall provide substantial structural supports for attaching the Borough's service brackets to buildings.
The structural supports shall be at a height such that there will be a minimum clearance of 16 feet between the Borough's wires and the ground.
With the exception of the metering equipment, the Borough's service equipment will, in ordinary installations, terminate at the service bracket attached to the building. The customer shall own and maintain all equipment on the customer side of the termination, including the meter socket. Any distribution, receiving or transforming facilities on the customer's side of the termination shall be furnished, installed and maintained by the customer, operated by the customer and owned or leased by the customer.
A. 
Limitation on number of services. The Borough will not install more than one power service classification or more than one lighting service at any one building.
B. 
Service of a different character. Where service of a different character is required for existing installations where more than one meter is installed for a single class of service, the demand, consumption, customer charge, and minimum charge shall be considered separately for each meter in calculating the amount of the bill.
