A.
There is hereby created within and for the City of Florissant an emergency management organization to be known as the Citizen Corp Council Emergency Management Commission, which is responsible for the preparation and implementation of emergency functions required to prevent injury and minimize and repair damage due to disasters, to include emergency management of resources and administration of such economic controls as may be needed to provide for the welfare of the people, and emergency activities (excluding functions for which military forces are primarily responsible) in accordance with Chapter 44, RSMo., and supplements thereto, and the Missouri Emergency Operations Plan adopted thereunder.
1.
Temporary commissioner. A temporary commissioner may be appointed for a term of one (1) year to fill a vacancy in a ward with no representation with the following provisions:

a.
A temporary commissioner shall be nominated by the commission and recommended to the Mayor for approval.
b.
The appointment is made by the Mayor with the approval of the City Council.
c.
No more than two (2) commissioners from one (1) ward can serve on the commission at the same time.
d.
If an opening becomes available in the home ward of the temporary commissioner, they may either serve a full term of the one (1) year temporary appointment or may resign the temporary appointment to become commissioner of their home ward.
e.
The temporary commissioner shall have full voting rights.
