The following words, terms and phrases, when used in this Article, shall have the meanings ascribed to them in this Section, except where the context clearly indicates a different meaning:
CONSECUTIVE NUMBERED STREETS
Those streets whose homes are listed in numerical order so as to intermingle odd and even numbers on the same side of any given street.
SNOW COORDINATOR
The Director of Public Works or his/her designated representative.
SNOW EMERGENCY ROUTES
Those streets as herein set out in accordance with the provisions of this Article.
STREET
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to use to the public for the purpose of vehicular traffic.

A. 
The snow coordinator may designate any City streets as snow emergency routes if necessary for purposes of expediting motor vehicle traffic or for snowplowing and other purposes by posting the street(s) as snow emergency routes.
B. 
Snow emergency routes shall be marked by posting the street(s) with arrows and street signs stating "SNOW EMERGENCY ROUTE, NO PARKING DURING SNOW EMERGENCIES.
C. 
Once in effect, a designation under this Section shall remain in effect until terminated by the snow coordinator by removal of the street signs.

Parking shall be prohibited on a snow emergency route for the duration of the snow emergency. Any provision of this Article which becomes effective by the existence of a snow emergency shall, while the snow emergency remains temporarily in effect, take precedence over other conflicting provisions of law normally in effect; except that it shall not take precedence over provisions of law relating to streets (or portions thereof) where parking is prohibited at all times, traffic accidents, emergency travel of authorized emergency vehicles, or emergency traffic directions of a Police Officer.

Whenever any vehicle shall be found parked or abandoned on a snow emergency route, such vehicle may be conveyed by means of towing or otherwise removing to the nearest available parking space.

The presence of any vehicle found parked or abandoned on a snow emergency route shall be prima facie evidence that the person in whose name such vehicle is registered committed or authorized such violation.

No vehicle shall impede or interfere in any way with a snowplow or other snow removal vehicle while such snowplow or other snow removal vehicle is in operation on City streets.

Any person convicted of a violation of any provision of this Article shall be punished as provided in Section 100.080 of this Code.
