Candidates to be voted on at all general municipal elections shall, at such time as designated by the Council, file with the City Clerk a statement of candidacy in a form which is on file in the City Clerk's office.

A candidate filing the statement provided for in Section 105.030 shall file with the statement a deposit of twenty dollars ($20.00). The deposit shall be returned if such candidate shall receive at least one-third (1/3) of the total number of votes cast for the office for which such person is a candidate. The filing fee of a candidate polling less than one-third (1/3) of the total number of votes cast for the office for which such person is a candidate shall be forfeited and deposited in the City Treasury.

No person shall interfere with, threaten, delay or obstruct the judges or clerks of election or any voter at any election or make any attempt to do so.

A. 
The City shall be divided into four (4) Wards, the boundaries of which, unless changed by ordinance, shall be as follows:
1. 
First Ward. All of that territory encompassed within a line starting at the intersection of the midline of Georgia Street and the easterly corporate limits; thence in a generally westerly direction along the midline of Georgia Street to its intersection with the midline of 7th Street; thence in a generally northerly direction along the midline of 7th Street to its intersection with the midline of an extension of Iowa Street; thence in a generally northwesterly direction along the midline of an extension of Iowa Street to the midpoint of "E" Street; thence northerly along the midpoint of "E" Street to the midpoint of Frankford Road; thence in a generally northwesterly direction along the midpoint of Frankford Road to its intersection with the corporate limits; thence along the corporate limits line in a northerly, then easterly, then southeasterly line to the place of beginning.
2. 
Second Ward. All of that territory encompassed within a line commencing at the intersection of the midline of Georgia Street and the easterly corporate limits; thence in a generally westerly direction along the midline of Georgia Street to its intersection with the midline of 8th Street; thence in a generally southerly direction along the midline of 8th Street to the midline of South Carolina Street; thence in a generally westerly direction along the midline of South Carolina Street to the midline of 16th Street; thence in a generally northerly direction along the midline of 16th Street to the midline of Georgia Street; thence along the midline of Georgia Street to the southwesterly City limits; thence along the southern then eastern City limits to the point of beginning.
3. 
Third Ward. All that territory encompassed within a line commencing at the intersection of the midlines of 7th Street and Georgia Street; thence in a generally westerly direction along the midline of 8th Street to the midline of South Carolina Street; thence in a generally westerly line along the midline of South Carolina Street to the midline of 16th Street; thence in a generally northerly direction along the midline of 16th Street to the midline of Georgia Street; thence in a generally westerly direction along the midline of Georgia Street to its intersection with the midline of Barnard Drive; thence in a generally northerly direction along the midline of Barnard Drive to its intersection with the midline of Kentucky Street; thence in a generally westerly direction along the midline of Kentucky Street to the midline of Martella Street; thence in a generally northerly direction along the midline of Martella Street and extension thereof to the City corporate limits; thence easterly, northerly, easterly and northerly, all along the corporate limits line to southern line of Highway 54 then west along the southern line of Highway 54 (following the City boundaries) then north (following the City boundaries) then east (following the City boundaries) thence southeast (following the City boundaries) to the north right-of-way of Highway 54, thence northerly along the corporate limits line to the midline of Frankford Road; thence in a generally southeasterly direction along the midline of Frankford Road to the midline of "E" Street; thence in a generally southerly direction along the midline of "E" Street to the intersection with the midline of Iowa Street; thence easterly along the midpoint of Iowa Street to where an extension of Iowa Street would intersect with the midpoint of 7th Street; thence southerly along the midpoint of 7th Street to the point of beginning.
4. 
Fourth Ward. All that territory within the corporate limits starting at the midlines of Georgia Street and Barnard Drive; thence in a generally northerly direction along the midline of Barnard Drive to the midline of Kentucky Street; thence in a generally westerly direction along the midline of Kentucky Street to the midline of Martella Street; thence in a generally northerly direction along the midline of Martella Street to the City corporate limits; thence in a westerly direction to the westerly limits of the City; thence in a southerly then southeasterly direction along the corporate boundary to Georgia Street; thence easterly to the point of beginning. And also the West half of the Southeast Quarter of Section 26 and Northwest Quarter of the Northeast Quarter of Section 35.
