The fiscal year for the City Government and all departments
thereof shall end on May thirty-first (31st) in each year, and all
accounts and audits shall be made on that basis.

It shall be the duty of the City Council, at the May meeting
or adjourned sessions thereof, to enact an ordinance appropriating
funds for the operations of the various departments of the City Government
for the year ending May 31 of the succeeding calendar year, detailing
the uses to which such funds may be used insofar as it may be practical.
In the event that the development of fiscal policy requires more time
than is available before June 1, the previous year's budget shall
be deemed to be reappointed until such time as the budget for the
current fiscal year is approved or adopted and filed as required herein.

It shall be the duty of the City Council, at the May meeting
or at adjourned sessions thereof, to enact an ordinance levying taxes
sufficient to provide for the anticipated expenditures for the coming
year, with due regard for contingent or reserve funds.

Whenever the City shall be indebted to any person and the amount
thereof shall have been audited and allowed by the City Council, a
warrant shall be drawn therefor in favor of such person for such amount.

The General Revenue Fund shall be composed of the proceeds of
all fines, penalties, and forfeitures accruing to the City, and from
all other sources whatever, except the proceeds of special assessments
for building or repairing sidewalks, streets, or gutters, and from
taxes levied and collected for the payment of any bonds or the interest
thereon.

A. No
warrant shall be drawn upon the City Treasurer, unless there is an
unexpended balance to the credit of the City in the fund upon which
such warrant is drawn to meet such warrant, and a sufficient sum of
unappropriated money in the fund upon which such warrant is drawn
to meet the appropriations ordinance.
B. No
warrant shall be drawn upon the City Treasurer in favor of any officer
who is in arrears to the City, nor in favor of any person indebted
to the City, except for the amount due such officer or person in excess
of such arrears or indebtedness.

All warrants drawn upon the City Treasurer shall be assignable
by endorsement thereon, signed by the payee and giving the name of
the assigns and date of assignment.

All warrants drawn for salaries, expenses or liabilities of
the City government, grading or repairing streets or other public
work shall be drawn upon and payable out of the General Revenue Fund,
except as otherwise provided.
