A. 
The City of Edmundson is hereby authorized to obtain, take and receive all money and property authorized by any State or Federal law to be forfeited to or for the benefit of the City of Edmundson.
B. 
The Mayor of the Board of Aldermen, subject to the approval of a majority of the Board, is hereby empowered to authorized the initiation of any participation necessary in any legal proceedings by the State of Missouri or by the City to effectuate the City's rights to any property forfeited under State or Federal law.
C. 
The Mayor, subject to the approval of a majority of the Board, is further authorized and empowered to receive any funds or property forfeited to or for the benefit of the City and to take, manage and dispose of such money or property as provided by law.
D. 
The Mayor, subject to the approval of a majority of the Board, is hereby authorized and empowered to sell on behalf of the City any properly forfeited property which may be received by the City.
E. 
The City shall cause to be placed all funds received by the City, as forfeited property or from the sale of forfeited property, in appropriate accounts of the City.
F. 
All forfeited funds or funds from forfeited property received by the City shall be paid into the general revenues of the City unless the applicable law relating to said forfeited funds and property requires the use thereof for a specific purpose. Any forfeited funds, property or proceeds thereof required by law to be used for a specified purpose are herein called special purpose property or funds. The City shall use the special purpose property or funds only for the purpose specified under law authorizing the City to receive such forfeited funds or property. Nothing in this Section shall prevent the City from allocating all or part of funds going into the general revenues of the City to be used for police purposes.
G. 
The Mayor and all other appropriate officers of the City are authorized and empowered to sign any applications, documents or other papers and to do any and all things necessary or appropriate to obtain said forfeit of funds or property in behalf of the City.

The Mayor of the Board of the City of Edmundson is hereby authorized to execute for and on behalf of the City of Edmundson for the calendar year 1978 and thereafter such affidavits as may from time to time be required by law with regard to the use and application by the City of funds received from the County Road and Bridge Tax Refund. Such use and application of said refund shall be in accordance with the laws of the State of Missouri.

A. 
The City of Edmundson hereby levies a charge not to exceed twenty-five dollars ($25.00) cash on all checks, orders or drafts returned to said City of Edmundson by any bank or depository from a person, persons, firms, associations or corporations herewith for: Insufficient funds, account closed, no account, payment stopped, signature unauthorized or irregular, endorsement missing, signature missing, account wrong, payment refused, counter signature required, refer to maker or for any other reason where said bank or depository will not accept check, draft or order for payment to the City of Edmundson. In addition to the twenty-five dollar ($25.00) service charge the City may charge an amount equal to the actual charge by the depository institution for the return of each unpaid or dishonored instrument.
B. 
The charge levied is to be paid to the City Clerk, Court Clerk or Deputy Clerk, receipted and deposited in the City of Edmundson General Revenue Fund.
C. 
Any person, persons, firms, associations or corporations not paying said charge under the provision of this Section shall be deemed guilty of an ordinance violation.

There is hereby levied a fee of five dollars ($5.00) on each credit card transaction where any fee, cost or amount due to the City, or portion thereof, is paid by credit card.
