A. The Board
of Aldermen shall elect a Clerk for such Board, to be known as "the
City Clerk", whose duties and term of office shall be fixed by ordinance.
Among other things, the City Clerk shall keep a journal of the proceedings
of the Board of Aldermen. He/she shall safely and properly keep all
the records and papers belonging to the City which may be entrusted
to his/her care; he/she shall be the general accountant of the City;
he/she is hereby empowered to administer official oaths and oaths
to persons certifying to demands or claims against the City.
B. The City
Clerk shall attend all Board meetings, keep a journal of its proceedings
and shall cause the "ayes" and "nays" to be taken and entered on the
journal on any question, resolution or ordinance. The City Clerk shall
also prepare minutes of the meetings which shall include at a minimum
all items required by the Sunshine Law of the State of Missouri and
shall include a recitation of any items that require action on the
part of any person or follow-up on the part of any person as directed
by the Board of Aldermen. The City Clerk shall process licenses, stickers,
dog tags, animal releases, license receipts and shall collect all
other general fees and licenses, and conduct office clerical work.
The City Clerk shall prepare public notices, shall maintain City records,
conduct municipal elections, shall attest all City documents and shall
maintain regular hours at the City Hall as prescribed from time to
time by the Board of Aldermen. The City Clerk shall give bond to the
City of Edmundson in an amount to be determined by the Board of Aldermen
and said bond shall be paid by the City.
