All construction in the City shall comply with the requirements
of Sections 319.200 through 319.207, RSMo., and any amendments thereto,
relating to earthquakes and seismic construction requirements.

A. No building construction, including replacement of a portion or portions
of buildings, or construction of improvements and appurtenances, such
as sidewalks, driveways, and fences or demolition of structures, shall
take place in the City of Edmundson without a building permit for
said project being issued by either St. Louis County or the City prior
to construction or demolition. By contract, St. Louis County has been
granted jurisdiction to issue permits for certain work and the City
of Edmundson retains the jurisdiction to issue all other permits not
otherwise reserved to St. Louis County. The permits issued by the
City shall include, but not be limited to, permits for replacement
of siding; installation or reconstruction of a driveway, sidewalk
or patio; replacement of a roof or portion thereof; and installation
of fencing.
All permit applications to the City of Edmundson shall be accompanied
by detailed plans for the project. It shall be the duty of the homeowner
or other person conducting said construction to secure the necessary
building permits prior to beginning any work.
B. The City of Edmundson adopts the following rates for said permit.
The Building Commissioner shall be granted the discretion to waive
the necessity for such permit for minor repairs and replacements.

C. The City of Edmundson adopts the following rate for application and
processing of zoning permits to accompany construction projects to
be performed within the City of Edmundson by St. Louis County, twenty-five
dollars ($25.00).

A. Permit Required. No person, firm or corporation
may build, lay, or construct any driveway within the City without
first obtaining a permit for such work. No person, firm or corporation
may conduct repairs to any driveway within the City without first
obtaining a permit for such work.
B. Application. Application for a permit shall be made to the City of Edmundson and shall be accompanied by the appropriate building permit fee set forth in Section
500.050 of this Code. All applications for such a permit shall state the materials to be used for such driveway.
C. Required Materials—Gravel Prohibited. All
driveways and other parking areas within the City of Edmundson shall
be a durably paved surface. Driveways shall be made of concrete or
asphalt or other material which is specifically permitted by the Board
of Aldermen. Gravel driveways and gravel parking areas are prohibited.
D. Existing Gravel Driveways. Any driveway or parking
area formed by the use of gravel which is existing at the time of
the passage of this Section shall be allowed to remain in that condition
until the following occurs:
1.
The property is sold, transferred or otherwise conveyed; or
2.
There is a change with regard to the occupancy of the property
(this includes rental property and any change with regard to the tenants
occupying such rental property).
E. Maintenance Of Driveways.
1.
All driveways shall be properly maintained in a safe and sanitary
condition. All driveways shall be maintained so as to prevent large
cracks, loose material, accumulation of dirt, water, or other material
and the growth of weeds.
2.
Gravel driveways which are in existence at the time of the passage of this Section shall be properly maintained for so long as such existing driveways are permitted to remain under Subsection
(D) of this Section. Existing gravel driveways shall be properly maintained in a safe and sanitary condition. All existing gravel driveways shall be weed-free. Gravel shall be replaced or added as necessary and shall be maintained adequately so as to prevent the showing of dirt, the growth of weeds, the accumulation of water, and blowing dust.

Any person violating any of the provisions of this Article shall
be deemed guilty of a misdemeanor and upon conviction thereof shall
be fined in an amount not exceeding one thousand dollars ($1,000.00)
or be imprisoned in the City or County Jail for a period of not exceeding
three (3) months, or both such fine and imprisonment. Each day such
violation is committed or permitted to continue shall constitute a
separate offense and shall be punishable as such hereunder.
