The Mayor of the City, with the approval of the Board of Aldermen,
shall appoint a City Collector on the second (2nd) Tuesday of April
in odd-numbered years, who shall hold office for a term of two (2)
years and until his/her successor shall be elected or appointed and
qualified.

A. Definitions. The following terms shall have these prescribed
meanings:
ACCOUNT
Any monies unpaid but due the City of New Haven, Missouri,
for services, materials and utilities supplied to a person.
DELINQUENT ACCOUNT
All accounts shall be delinquent thirty (30) days after billing
by the City of New Haven, Missouri, unless otherwise provided by ordinance
of the City of New Haven, Missouri, hereafter or as otherwise provided
in writing between the City of New Haven, Missouri, and the person.
PERSON
Any individual, group, organization, corporation, partnership
or association.
B. There
shall be imposed upon all delinquent accounts an amount of nine percent
(9%) per annum on unpaid balance, said interest if unpaid within one
(1) month shall be added to principal and become as principal.
C. Notice
shall be placed upon all statements that "delinquent accounts bear
interest at the rate of nine percent (9%) per annum compounded monthly".

The City Collector shall on or before the first (1st) regular
meeting of the Board of Aldermen of each month make a report in writing
to the Board of the amounts collected from any source and such other
reports as the Board requires. At the expiration of his/her term of
office, the City Collector shall make a final settlement with the
Board of Aldermen and deliver all monies not theretofore paid to the
City Treasurer and shall deliver all unpaid tax receipts, books, papers,
records, files and other property of the City to his/her successor
in office, taking his/her receipt therefor.

It shall be the duty of the City Collector at the first (1st)
meeting of the Board of Aldermen in April of each year to make out,
under oath, lists of delinquent taxes remaining due and uncollected
for each year to be returned to the City Collector who shall be charged
therewith and who shall proceed to collect the delinquent taxes in
the same manner and under the same regulations as are or may be provided
by law for the collection of delinquent real and personal taxes for
State and County purposes.
