It shall be unlawful for any person in the City of New Haven,
Missouri, to own, keep or harbor any dog or cat, whether male or female,
on or about his/her premises unless said animal is registered as hereinafter
provided.

All dogs and cats kept in the City shall be registered as to
sex, breed, name, address of the owner and name of animal annually
on or before July first (1st) of each calendar year.

At the time of such registration such owner shall produce and
file with the City Collector a valid receipt from a licensed veterinarian
bearing a date within one (1) year of date of registration as evidence
of inoculation against hydrophobia. The receipt of such veterinarian
shall bear the name of the owner, sex, breed and the name of animal,
date of inoculation and type of inoculation. Receipt forms shall be
furnished by the City to all veterinarians desiring to inoculate animals
in compliance with this Article.

A. Upon
registration, filing of receipt for inoculation and payment of a registration
fee of three dollars ($3.00) if the animal is spayed or neutered and
five dollars ($5.00) if the animal is not spayed or neutered, the
City Collector shall issue such owner a registration tag for each
animal registered. It shall be the duty of said owner to cause such
registration tag to be securely attached around the dog's neck and
kept there at all times during the registration period.
B. All
animal registrations shall be valid from July first (1st) of each
year to June thirtieth (30th) of the following year. The City Collector
shall maintain a true and accurate record of all animal registrations,
receipt for inoculation and record of registration tags issued. Duplicate
registration tags for lost tags can be secured from the City Collector
upon payment of a fee of fifty cents ($.50).
