A. All
water service lines extending from the City mains to the curb valve
must be an approved SDR 9 HDPE. From the curb valve to the meter,
K type copper or SDR 9 HDPE may be used. The use of SDR 9 HDPE requires
inserts placed in pipe to secure fittings. Such pipe shall be equipped
with Ford corporation stop, Ford curb valve, Ford curb box (all metal)
Minneapolis pattern type or equivalent, and a Sensus gallon water
meter with approved backflow prevention device. All water meters must
be securely mounted in a horizontal position.
B. The
water service line must be a minimum size of three-fourths (¾)
inch laid at a minimum depth of thirty (30) inches and a maximum depth
of forty-eight (48) inches. A No. 12 gauge copper locator wire must
be secured to the water line a minimum of every ten (10) feet apart
for the entire length of the water service and must exit the curb
valve box at least one (1) foot to daylight. Any water service running
under full width of the street or roadway must be protected by a conduit
at least two (2) sizes larger than the size of water service. All
street excavations must be backfilled with minimum one and one-half
(1½) inch base rock and thoroughly compacted in twelve (12)
inch layers.
C. All
secondary meters that are required for irrigation or other purposes
must be plumbed in prior to the main water meter.
D. The
water line placed in the excavated trench must be fully exposed for
final inspection by the City of New Haven Public Works Department.
E. Before
installing any water service line connecting with the City mains or
making any excavations for such, the owner or applicant shall secure
a permit to do so from the City of New Haven.

A. All
taps for a one (1) inch line and under of City water mains and installation
of connecting lines between the tap and curb box valve shall be made
by the City, except in new subdivisions where the tap is made by the
developer, at the cost of the property owner or applicant. Before
the issuance of a permit for such tap and installation, except for
building construction and tank water, the owner of the property shall
be required to deposit with the City Collector the sum of one hundred
dollars ($100.00) in cash to cover the costs of material and labor
in making such installation. The Public Works Director shall keep
an accurate record of the costs of labor and material of such tap
and installation and upon completion of the same furnish the City
Collector with an itemized statement of material and labor used in
doing said work and the charge for each item and if the total cost
is less than the deposit, then such difference shall be refunded to
the owner and if the total cost is more than the deposit, then said
owner shall pay to the City such additional sum. The costs shall include
the costs of a Sensus gallon meter or its equivalent, a Ford Corporation
stop or its equivalent, a Ford curb valve or its equivalent and pipe
extending from the tap to the meter and the costs of all labor and
other materials used in connection therewith. There shall be a further
charge for the cost of a tap and use of tap machine as follows:

For tap for a one (1) inch line and over of the City water mains
and installation of connection lines between the tap and curb box
valve shall be made by a licensed plumbing contractor at the cost
of the property owner or applicant and shall be installed in accordance
with City specifications. Prior to any such taps being made, a permit
must be obtained. The applicant for the permit must file with the
application for permit a plan with specifications showing location
of the line, size and type of pipe, valves and fittings.

The Public Works Director must inspect the line during construction
and prior to closure. An extension of a main shall be considered a
tap. The fee for the permit shall be as follows:

|
In new building construction where taps and line to back of
curb has been made but not connected to building prior to connection
to supply line of the building, a permit shall be received to make
such connection and the Public Works Director shall inspect the connection
to insure it meets with City, County and State rules and regulations.
The fee for the permit shall be as follows:

The meters shall be read and inspected quarterly by the Public
Works Director. All meters and service lines between the tap and the
meter shall be kept in good condition and repair by the consumer and
at the consumer's expense. The City shall have the right at all times
to enter into and upon the premises of the consumer for the purpose
of and to excavate and repair or replace the service lines or any
part thereof or the meter, at the expense of the consumer for all
labor and material used in so doing, whenever any such line or meter
is not in good repair or in good condition.

Any application for the installation of water meters and service
lines shall be signed by the property owner in addition to any other
applicant and the property owner shall be responsible for the payment
of bills for water through such meters in addition to any other person,
firm or corporation.

Unless the context specifically indicates otherwise, the meaning
of terms used in this Article shall be as follows:
METER
Any mechanical or mechanical/electrical device used for measuring
and yielding an accumulating total of the volume of water passing
through it, acceptable to the Public Works Director.
PERSON
Any individual, firm, company, association, society, corporation
or group.
PUBLIC WORKS DIRECTOR
Any person designated by the City to assume the responsibility
of inspection required by this Article.

A. It
shall be required of any person to meter or in some way measure and
provide an accurate record of the quantity of all water taken from
a private water supply system when any portion of that water is discharged
into the City sewer system.
B. Each
private water supply system shall be equipped with a functioning meter
or meters for the purpose of accurately measuring the amount of water
taken from said private water system. Said meter shall be of the type
and size acceptable to the Public Works Director.
C. Installation
of said meter(s) shall be located as directed by the Public Works
Director so as to assure measurement of all flows entering the City
sewer system.
D. Each
person discharging to the City sewer water which originates from a
private water system is hereby required at his/her expense to comply
with the provisions stated herein within ninety (90) days after date
of official notice to do so.
