Any minor violating the provisions of Section
210.1970 shall be dealt with as an adult if over the age of seventeen (17) years of age and shall be dealt with in accordance with the Juvenile Court Law procedure if under the age of seventeen (17) years of age. Any parent, guardian or other adult person having the care and custody of a minor violating Section
210.1980 hereof shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) or confined to jail for not more than thirty (30) days or punished by both said fines or imprisonment for each offense. Any minor violating the provisions of Section
