A. Except
when necessary to avoid conflict with other traffic, or in compliance
with law or the directions of a Police Officer or official traffic
control device, no person shall:
1. Stop, stand or park a vehicle:
a. On the roadway side of any vehicle stopped or parked at the edge
or curb of a street;
e. Between a safety zone and the adjacent curb or within thirty (30)
feet of points on the curb immediately opposite the ends of a safety
zone, unless the (traffic authority) indicates a different length
by signs or markings;
f. Alongside or opposite any street excavation or obstruction when stopping,
standing or parking would obstruct traffic;
g. Upon any bridge or other elevated structure upon a highway or within
a highway tunnel;
h. On any railroad tracks; or
i. At any place where official signs prohibit stopping.
2. Stand or park a vehicle, whether occupied or not, except momentarily
to pickup or discharge a passenger or passengers:
a. In front of a public or private driveway;
b. Within thirty (30) feet of an intersection;
c. Within fifteen (15) feet of a fire hydrant;
d. Within twenty (20) feet of a crosswalk at an intersection;
e. Within thirty (30) feet upon the approach to any flashing signal,
stop sign or traffic control signal located at the side of a roadway;
f. Within twenty (20) feet of the driveway entrance to any fire station
and on the side of a street opposite the entrance to any fire station
within seventy-five (75) feet of said entrance (when properly signposted);
g. Within fifteen ( 15) feet of a mailbox; or
h. At any place where official signs prohibit standing.
3. Park a vehicle, whether occupied or not, except temporarily for the
purpose of and while actually engaged in loading or unloading merchandise
or passengers:
a. Within fifty (50) feet of the nearest rail of a railroad crossing;
or
b. At any place where official signs prohibit parking; or
c. On NW Potomac Avenue, east side, from NW High Point Drive north to
the City limits.
B. No
person shall move a vehicle not lawfully under his/her control into
any such prohibited area or away from a curb such a distance as is
unlawful.
No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.

No person shall park any vehicle upon the street in such a manner
or under such conditions that obstructs traffic thereby constitutes
a traffic hazard.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.

A. Public
Parks And City Hall. Other than City or Parks Department vehicles,
when signs are erected giving notice thereof, no person shall park
a vehicle at any time between the hours of 10:00 p.m. and 6:00 a.m.
in the following locations:
1. All parking places within or immediately adjacent to public parks;
2. All parking places within the City Hall parking lot.
B. Community
Center. Other than as set forth herein and City or Parks Department
vehicles, when signs are erected giving notice thereof, no person
shall park a vehicle within the Community Center parking lot at any
time between the hours of 10:00 p.m. and 6:00 a.m.
1. The parking prohibition set forth above shall not apply to passenger
cars owned or operated by anyone renting the Community Center pursuant
to a written agreement with the City (and their guests) for the evening
of and the immediately following morning of the rental.

A. The City Traffic Engineer and/or Director of Public Works is authorized
to erect signs indicating no parking upon any street set forth herein:
1.
Either side of 77th Terrace within 400 feet immediately to the
east of the Weatherby Lake Improvement Company property designated
as C-Point.

A. In
addition to parking being prohibited or restricted in any other ordinance,
the City Traffic Engineer and/or Director of Public Works is authorized
to erect signs indicating no parking or restricting parking upon any
street or location upon compliance with the following procedure:
1. Upon the determination by the City Traffic Engineer and/or Director
of Public Works that parking should be prohibited or restricted on
any street(s) because of public safety or to facilitate traffic flow,
the City Traffic Engineer and/or Director of Public Works shall notify
by regular mail each resident within two hundred (200) feet of the
affected area of said streets of his/her intended action. The person(s)
who shall be entitled to receive said notice are the person(s) responsible
for water service at said location/address. The notice shall set forth
the action the City Traffic Engineer and/or Director of Public Works
intends to take and the part of the street(s) affected. The notice
shall indicate that each person who receives such a notice shall have
thirty (30) days in which to apply-appeal, in writing, to the Board
of Alderpersons, the proposed action.
2. If the City does not receive, within the thirty (30) days of the
notice set forth above, any written application-appeal from any resident
who received said notice, then the City Traffic Engineer and/or Director
of Public Works may proceed with the action set forth in the notice.
3. If the City does receive, within the thirty (30) days of the notice
set forth above, one (1) or more written application-appeal from any
resident who received said notice, the Board of Alderpersons shall
hold a public hearing on the issue and the City Traffic Engineer and/or
Director of Public Works shall not proceed with the action set forth
in the notice until directed to do so by the Board of Alderpersons.
4. Nothing in this Section shall deprive the Board of Alderpersons from
the ultimate authority to designate and/or determine what parking
is allowed or prohibited at any location within the City.
5. It shall be unlawful to park in violation of any posted signs.

A. Whenever
snow or ice has accumulated or is likely to accumulate to such a depth
upon the streets of the City that snow or ice removal or preparations
for removal are necessary by the City, the City Traffic Engineer,
Director of Public Works and/or the Mayor shall declare a parking
emergency upon such streets. Such parking emergency shall be terminated
by a declaration of the City Traffic Engineer, the Director of Public
Works, the Mayor or the proper City Officials, their agents, employees,
and contractors as soon as reasonably possible upon the removal of
all snow and ice or the likelihood of the accumulation of snow and/or
ice on the streets of this City has passed.
B. During a declared parking emergency as set forth in Subsection
(A), it shall be unlawful for any person who owns or is in the control and/or possession of a motor vehicle to stand or park such motor vehicle upon all or any portion of any street within the City so as to hinder or interfere with the removal or the preparation for removal of snow or ice from such streets, alleys or avenues by the officials of this City, their agents, employees and contractors.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. With
the approval of the Mayor, the City Traffic Engineer and/or Director
of Public Works is authorized to erect signs in locations and/or streets
in accordance and compliance with the provisions of this Section designate
parking to physically disabled persons, as defined in Section 301.142,
RSMo., as amended so as to aid in the accomplishment of the intent
of Sections 301.071 or 301.142, RSMo., as amended.
B. It
shall be unlawful for any person to park or stand any vehicle in any
stall or space designated or reserved for physically disabled persons,
as defined in Section 301.142, RSMo., as amended, whether upon public
or private property open to public use, unless the vehicle bears the
State of Missouri license plate or placard for the disabled as provided
for in Sections 301.071 or 301.142, RSMo., as amended. The space shall
be indicated by an upright sign whether on a pole or attached to a
building upon which shall be inscribed the international symbol of
accessibility and may also include any appropriate wording to indicate
that the space is reserved for the exclusive use of vehicles which
display a distinguishing license plate or card. The sign described
in this Subsection shall also state, or an additional sign shall be
posted below or adjacent to the sign stating, the following: "$50
to $300 fine."
C. Any
vehicle operator who is not physically disabled shall not use the
handicapped parking space unless there is a physically disabled person
in the vehicle or while the vehicle is being used to transport a physically
disabled person.
D. Any
person convicted of violating this Section is guilty of an offense
and shall be subject to a fine of not less than fifty dollars ($50.00)
nor more than three hundred dollars ($300.00). Every day upon which
such violation occurs shall constitute a separate offense.

A. It
shall be unlawful for the driver, operator or owner of any motor vehicle
to enter into, stop, stand or park any vehicle on any posted private
property without the expressed or implied consent of the owner, lessee
or person in charge of the private property.
B. "Posted" shall mean the displaying of a sign no less than
seventeen (17) by twenty-two (22) inches and no greater than twenty-four
(24) by thirty (30) inches in size, with lettering not less than one
(1) inch in height, prohibiting public parking and indicating that
unauthorized abandoned property will be removed at the owner's expense,
disclosing the maximum fee of all charges related to towing and storage
and contain a telephone number of the Weatherby Lake Police Department
where information can be obtained.
