A. There is hereby created a Traffic Safety Advisory Board.
B. The Board shall make recommendations to the County Council.
A. The Board shall consist of 21 voting members:

(1)
One County Council member, or their designee, who is an ex officio,
non-voting member;
(2)
The County Executive or his or her designee; who is also an
ex officio, non-voting member;
(3)
Members representing the following organizations and agencies:
(a)
Maryland State Police-Bel Air Barrack
(b)
Maryland State Police-JFK Memorial Highway Barrack
(c)
Harford County Department of Public Works
(d)
Maryland State Highway Administration
(e)
Harford County Office of Drug Control Policy
(f)
Harford County Youth Commission
(g)
Harford County Health Department
(h)
Harford County Public Schools Administration
(i)
Mothers Against Drunk Driving (MADD)
(j)
Maryland Highway Safety Office
(k)
Aberdeen Police Department
(l)
Bel Air Police Department
(m)
Havre de Grace Police Department
(n)
Harford County state delegation
(o)
A Harford County resident not otherwise identified herein
(p)
Motor vehicle insurance industry representative
(q)
Department of Emergency Services in partnership with the Harford
County Fire and EMS Association
(r) Baltimore Metropolitan Council
(t) Bicycle advocacy organization
B. The Advisory Board shall be chaired by the Harford County Sheriff
or his designee.
C. The members shall designate the Vice Chairperson.
A. Each Board member shall serve for a term of 4 years and, at the end
of the member's term, shall either be reappointed or shall serve until
a successor is confirmed by the County Council.

B. A vacancy on the Board shall be filled in the manner of original
appointment.
A. The Board shall meet at least 3 times per year.

B. Eleven members of the Board shall constitute a quorum.

C. Each member of the Board shall serve without compensation but may
be reimbursed for reasonable and necessary expenses incurred in the
discharge of their duties.
D. A member may be removed only for cause, subject to approval by the
County Council.
E. Any member missing 3 consecutive meetings shall be deemed to have
terminated his or her membership on the Board unless the Board shall,
by majority vote, excuse one or more of the absences.

The Board shall have the following powers and duties:
A. To make recommendations for policy change with the purpose of improving
traffic safety throughout the County, specifically, to review and
make recommendations to:
(1)
The Department of Public Works concerning necessary updates
to the Harford County Road Code, as amended;
(2)
The Department of Planning and Zoning regarding standards for
roads outlined in the Adequate Public Facilities (APF) Law as provided
for in the Harford County Code, as amended; and
(3)
The Department of Public Works concerning the Transportation
Element of the Master Plan;
B. To provide input to the County's annual budget regarding projects
to improve traffic safety;
C. To collaborate with other government and non-government agencies
at the county, state and federal level, including but not limited
to the Maryland State Highway Administration, the Maryland Department
of Transportation and the Maryland State Police;
D. To pursue and support grant opportunities from the county, state
or federal government or any other funding source;
E. To be an advocate for traffic safety;
F. To provide a report to the County Council of its activities by February
1 of each year.
