A. There shall be a Department of Planning and Development. Except as
otherwise provided below, the head of the Department shall be the
Director of Planning and Development, who shall be appointed in the
manner provided by law.
B. The Executive Director of the Camden Redevelopment Agency may also
serve as the Director of the Department provided both appointments
are made in the manner provided by law. If the Executive Director
of the Camden Redevelopment Agency serves as the Director of the Department,
he or she shall be compensated by the Camden Redevelopment Agency
at the greater of two rates of compensation established for both positions.
To the extent that the rate of compensation for the position of Director
of the Department exceeds the rate of compensation established for
the position of Executive Director of the Camden Redevelopment Agency,
the City of Camden shall reimburse the Camden Redevelopment Agency
for that portion of the compensation which exceeds the rate of compensation
established by the Camden Redevelopment Agency.
C. The duties of the Director shall include, but shall not be limited
to, supervision and management of the personnel and resources assigned
to the Department. The Director may undertake any function assigned
to the Department or through the management, professional, technical,
and clerical personnel assigned to the Department.
D. Not more than two assistant directors may head the divisions of the
Department. The duties of the assistant director(s) shall include
those duties assigned by the Administrative Code and such other duties
as shall be assigned to the assistant director(s) by the Director.

A. The powers and duties of the Department of Planning and Development
shall include:
(1) The coordination of economic activities in cooperation and coordination
with the other departments of City government, the Camden Redevelopment
Agency, and the other agencies established by the City of Camden,
as well as all other agencies and entities directly or indirectly
concerned with development activities in the City of Camden.
(2) Implementation of programs and City projects in the area of housing
services, neighborhood assistance, including but not limited to housing
rehabilitation and the construction of new housing units.
(3) Coordination with appropriate City departments in the implementation
of housing and neighborhood assistance programs and projects.
(4) Cooperation with federal, state and other agencies in the implementation
of programs for housing and neighborhood assistance.
(5) The supervision of the Neighborhood Improvement Program.
(6) Receiving and evaluating applications of qualified community-based
organizations for community development block grant funding.
(7) Managing and coordinating activities related to historic preservation.
(8) Managing and coordinating activities related to relocation.
(9) Managing City-owned real estate and making recommendations for the
disposition of said properties.
(10) Making recommendations and coordinating activities in conjunction
with the Tax Collector and the City Attorney for the foreclosure of
City-owned lien certificates.
B. The Department shall be organized into the following divisions, offices
and bureaus:
(1) Under the Division of Planning and Zoning there shall be a Bureau
of Redevelopment Planning. Bureau of Redevelopment Planning shall
be supervised by the Assistant Director, as assigned by the Director
of Planning and Development. The Chief of Planning and Project Execution
shall manage the day-to-day operations of the Bureau. The Bureau shall
be responsible to:

(a)
Develop and/or oversee the production of Camden's redevelopment
studies and plans, pursuant to City Council resolutions.
(b)
Oversee the creation and implementation of all applicable relocation
plans.
(c)
Coordinate the implementation of Camden's redevelopment plans
with the Camden Redevelopment Agency or other designated redevelopment
entity.
(d)
Supervise the Office of Relocation and the designated Relocation
Officer(s).
(2) Division of Capital Improvements and Project Management.
(a)
The Division of Capital Improvements and Project Management
shall be headed by an assistant director, who shall be appointed in
the manner provided by law and shall perform all those functions previously
assigned to the Division of Engineering and Construction Management
in the former Department of Utilities. In addition to the aforesaid
duties, the Division shall participate in the formulation of the City's
capital program and perform such other activities as shall be assigned
by the Director.
(b)
Within the Department of Planning and Development, there shall
be a Division of Capital Improvements and Project Management. The
Division, under the direction and supervision of the City Engineer,
shall:

Serve as construction manager on all construction activities
undertaken by the City of Camden, including but not limited to:
[a]
The preconstruction phase.
[i] Review drawings and specifications, cost evaluations
and estimates with respective architect-engineering consultants retained
by the City for specific projects.
[ii] Prepare plans and specifications and cost estimates
for projects that do not involve an architect-engineering consultant.
[iii] Advise on the prepackaging of bidding documents,
review all bidding documents and review contract documents prior to
award of construction contracts.
[iv] Conduct pre-bid conferences as necessary.
[b]
The construction phase.
[i] Manage general coordination and scheduling of work.
[ii] Perform required inspections and observe work
in progress to assure compliance with drawings and specifications
and all other contractual requirements.
[iii] Confer with consulting architects and engineers
when necessary.
[iv] Establish procedures for coordination among all
members of the construction team, including representatives from other
departments, when appropriate.
[v] Review all applications for progress payments.
[vi] Coordinate final inspections and acceptance of
projects upon completion.

Coordinate all construction management activities in cooperation
with appropriate City departments.
(c)
Bureau of Parks and Open Spaces Planning.

The head of the Bureau of Parks and Open Spaces shall be the
City's Chief Landscape Architect.

The Bureau shall have the following functions:
[a]
To coordinate planning and development of City parks, open/public
spaces, streetscape and beautification/gardening projects;
[b]
To design and develop parks, streetscapes, recreational areas
and landscape beautification projects;
[c]
To coordinate use of public land for gardening purposes, tree
planting, plant nursery and the like;
[d]
To oversee maintenance of median strips, public gardens, planting
beds and other beautification projects in parks and other public areas;
and
[e]
To maintain City GIS and open spaces land base.
(3) The Division of Economic Development (formerly known as the Business
Development Center) shall be headed by either the Director or any
of the above assistant directors as assigned by the Director. The
office shall be responsible for coordinating programs promoting the
development of commercial, retail and industrial projects and for
managing City programs that assist said development.
(4) The Division of Housing Services shall be headed by either the Director
or any of the above assistant directors as assigned by the Director,
and the day-to-day operations of the Division shall be managed by
the Administrator of Housing Services. The duties of the Division
of Housing Services shall include:
(a)
Administering grant moneys obtained from federal, state or other
sources for the rehabilitation, preservation and conservation of housing
within the City.
(b)
Administering the Homestead Program of the City of Camden.
(c)
Formulating programs and participation in contractual arrangements
for the rehabilitation, preservation, conservation, and construction
of residences in the City of Camden.
(5) The maintenance functions of the Bureau of Parks and Open Spaces
Maintenance shall hereby be transferred to the Department of Public
Works. All landscape design, planning and other activities of the
Bureau shall be retained by the Bureau. The Bureau shall be renamed
the Bureau of Parks and Open Spaces Planning and shall be a bureau
within the Division of Planning and Zoning.
(6) The Division of License and Inspections, which was formerly a division
within the Department, is hereby eliminated. The Building Bureau,
the Bureau of Housing Inspections, the Office of Rent Control, and
Zoning Enforcement shall be transferred to the Department of Code
Enforcement.
(7) Office of Relocation shall be supervised by the Chief of Planning
and Project Execution, as assigned by the Assistant Director. The
Relocation Officer shall manage the day-to-day operations of the Office.
The Office shall be responsible to:

(a)
Develop an implemental strategy to identify and assist selected
occupied residential and business property owners in the equitable
acquisition of selected properties and relocation of property occupants.
(b)
Prepare all applicable workable relocation assistance plan(s).
(c)
Take the lead on acquiring, leveraging and coordinating county,
state and federal resources, services and programs that provide for
or assist the relocation of selected occupied property users.
(d)
Provide all necessary services to property owners and occupants
to accomplish the equitable acquisition of selected occupied properties
and relocation of occupants to similar and replacement properties.
(8) The Department of Planning and Development shall be responsible for
coordinating the Urban Enterprise Zone Program as well as promoting
the development of commercial, retail and industrial sites.

The Division of Planning, formerly of the Department of Administration
and Finance, shall be transferred in its entirety to the Department
of Planning and Development.
