A. 
There shall be a Department of Public Works. The head of the Department shall be the Director of Public Works, who shall be appointed in the manner provided by law.
B. 
The duties of the Director shall include, but shall not be limited to, supervision and management of the personnel and resources assigned to the Department. The Director may undertake any function assigned to the Department or through the management, professional, technical, and clerical personnel assigned to the Department.
C. 
The Director may appoint one assistant director to head any of the divisions of the Department.
D. 
There is hereby established a Division of Buildings and Grounds within the Department of Public Works. The Division shall be headed by either the Director or the assistant director. The Division shall be comprised of two bureaus:
(1) 
The Bureau of Facilities Maintenance, which shall be responsible for the repair, maintenance and cleaning of City buildings, facilities and appurtenances; and
(2) 
The Bureau of Parks and Open Spaces Maintenance, which shall be responsible for the repair, maintenance and cleaning of City parks and open spaces.
E. 
The Division of Utilities: Water and Sewer, the Bureau of Energy and the Electrical Bureau of the Department of Utilities are hereby transferred from the Department of Utilities to the Department of Public Works. All references to the Director of Utilities contained in the provisions describing these sections shall be amended to refer to and designate the Director of Public Works as the person having the powers and duties relevant to these sections. The Division shall be headed by either the Director or the assistant director.[1]

The Division of General Administration shall have the following responsibilities:
A. 
Provide for the proper and efficient conduct of all public works functions of City government.
B. 
Administer and oversee the contracts heretofore let for garbage, trash and debris removal from street location or debris points.
C. 
Oversee the execution of a contract for the maintenance and care of all municipally owned cemeteries.
The Division of Neighborhood Districts shall have the following responsibilities:
A. 
Maintain and repair streets, bridges and roadways under the City's jurisdiction.
B. 
Maintain all streets in a clean and safe condition, remove obstructions and handle snow removal.
C. 
Receive applications for and issue street opening permits.
D. 
Provide, operate and maintain facilities for collection and disposal of refuse and garbage as may be authorized in a manner in coordination with existing municipal contracts.
E. 
Be responsible for the boarding up and demolition of any structures or properties which are determined to be boarded up for the health, safety and general welfare of the citizens of the municipality.[1]

The Bureau of Traffic Signs shall be responsible for obtaining or constructing and erecting nonelectrical traffic signs and directional signs or any device for the smooth flow of traffic, in coordination with the Division of Police and the City Engineer.[2]

A. 
Within the Department of Public Works, there shall be a Division of Utilities, the head of which shall be the Director of Public Works.
B. 
The Division, under the direction and supervision of the Director of Public Works, shall:
(1) 
Operate and maintain the City's water supply treatment and distribution system.[2]

Operate and maintain the City's sanitary and storm sewer systems.[3]

(3) 
Maintain, repair, test and set water meters, maintain service maps and records and install and repair mains, service connections, valves, lines and appurtenances as required for efficient water and sewer operations.
(4) 
Install, maintain and service all fire hydrants in the City, subject to such tests and approvals as may be required by the Fire Division.
(5) 
The Director of Public Works shall be empowered to develop water conservation plans and to propose regulations concerning the use of water, including but not limited to proposing, with the consent of the Mayor, mandatory conservation measures on various users and uses of water in times wherein water will be in critical supply. If any regulation or mandatory conservation measure is to exist for a period of more than 14 days, the consent of the governing body shall be required.

A. 
Within the Department of Public Works, there shall be a Division of Energy, the head of which shall be the Director of Public Works.
B. 
The Division, under the direction and supervision of the Director of Public Works, shall:
(1) 
Be responsible for the development of a comprehensive survey of the utilization of energy by and in the City of Camden and the exploration of alternate energy sources.
(2) 
Have primary responsibility for the development of energy policy, the implementation of energy programs and the development of energy-related projects.
(3) 
Be responsible for the collection and dissemination of information dealing with the conservation and efficient use of energy, and coordination with the appropriate departments and agencies of the governments of the United States and this state with regard to energy policy, and the obtainment of available funds from both public and private sources for energy efficiency and energy conservation and pilot projects.
(4) 
Initiate and maintain a comprehensive coordination of all projects developed in both governmental and private sectors for the conservation of energy and the exploration of alternate sources of energy.
(5) 
The Director of Public Works is authorized to recommend to the appropriate City officials the hiring of administrative and supportive staff as may be necessary to fulfill the responsibilities imposed under the Administrative Code.
(6) 
Provide for the development, implementation and operation of a thermal energy district heating and cooling system, including the authority to recommend development, design and installation of a thermal energy distribution system, and obtaining all the necessary rights-of-way. The Division shall recommend and draft specifications for contracts as may be necessary to obtain energy supplies and to provide services to the customers. The Division shall maintain, repair and test thermal energy matters, maintain service maps and records, install, maintain and repair thermal energy lines, valves, service connections and appurtenances. All documents, plans, contracts and rate schedules for the implementation of these powers shall be reviewed by the Business Administrator of the City of Camden and shall be adopted as legislation by the City Council when required under state and local law.

A. 
Within the Department of Utilities, there shall be the Electrical Bureau, the head of which shall be the Director of Public Works.
B. 
The Bureau shall install, repair and maintain electrical traffic control devices and fire alarm systems for the City of Camden and shall repair and maintain all electrical systems in any municipally owned building or any buildings leased by the City. The Electrical Bureau shall have other functions as may be allocated and assigned by the Department of Administration and Finance.

There is hereby established a Bureau of Fleet Maintenance within the Department of Public Works. Said Bureau shall provide procedures for the operation, repair and management of the various motor vehicles and mechanical equipment assigned to the various departments of the City of Camden.
