A.
There shall be a Department of Public Works. The head of the Department shall be the Director of Public Works, who shall be appointed in the manner provided by law.
B.
The duties of the Director shall include, but shall not be limited to, supervision and management of the personnel and resources assigned to the Department. The Director may undertake any function assigned to the Department or through the management, professional, technical, and clerical personnel assigned to the Department.
C.
The Director may appoint one assistant director to head any of the divisions of the Department.
D.
There is hereby established a Division of Buildings and Grounds within the Department of Public Works. The Division shall be headed by either the Director or the assistant director. The Division shall be comprised of two bureaus:
(1)
The Bureau of Facilities Maintenance, which shall be responsible for the repair, maintenance and cleaning of City buildings, facilities and appurtenances; and
(2)
The Bureau of Parks and Open Spaces Maintenance, which shall be responsible for the repair, maintenance and cleaning of City parks and open spaces.
E.
The Division of Utilities: Water and Sewer, the Bureau of Energy and the Electrical Bureau of the Department of Utilities are hereby transferred from the Department of Utilities to the Department of Public Works. All references to the Director of Utilities contained in the provisions describing these sections shall be amended to refer to and designate the Director of Public Works as the person having the powers and duties relevant to these sections. The Division shall be headed by either the Director or the assistant director.[1]
