There shall be a Department of Human Services, the head of which shall be the Director of Human Services who shall be assisted by an Assistant Director, who shall have the authority to act in lieu of the Director in the event that the Director shall be absent.
A. 
Under the direction and supervision of the Director of Human Services, the Department of Human Services shall:

(1) 
Formulate and administer programs for the general health and welfare of the residents of the City of Camden, within the parameters of municipal law and within the parameters of municipal financial ability.
(2) 
Coordinate and supervise all social service programs within the City of Camden, whether financed by federal, state or municipal revenues, for the aid and comfort of the citizenry on the basis of their needs.
(3) 
Plan, administer and enforce a comprehensive health program in accordance with the public health laws of the State of New Jersey.
(4) 
Administer and enforce the public health ordinances of the City and exercise the powers of a local board of health pursuant to law, except the power to adopt local health ordinances, which is reserved for the City Council.
(5) 
Direct and coordinate the enforcement of all public health rules and regulations enforced within the City, in concert with the Department of Health of the County of Camden.[1]

(6) 
Oversee and administer the ambulance service of the City of Camden, as provided by the City of Camden itself or by contract.
B. 
The Office of Emergency Management shall be transferred from the Department of Administration and Finance to the Department of Human Services.
There shall be an Office of Displaced Persons whose functions it shall be to administer the programs and facilities designed to serve the needs of homeless people in the City of Camden.
Within the Department of Human Services and under the direction of the Department of Human Services, there shall be a Bureau of Aging, whose duties it will be to conduct and administer programs for the benefit of the aged and senior citizens.[1]

Within the Department of Human Services, there shall be a Division of Public Assistance. The head of the Division shall be the Municipal Welfare Director.

A. 
The City of Camden, within the County of Camden, has established a Division of Auxiliary Police in cooperation with the New Jersey State Police Office of Emergency Management.
B. 
The Auxiliary Police of the City of Camden established in this municipality will be used as prescribed by N.J.S.A. App. A:9-33 et seq. of Title 58 and other related orders and directives of the State Director of Emergency Management or the Governor of the State of New Jersey and the State Civil Defense Act, P.L. 1942, c. 251, as amended.[1]

C. 
As prescribed in the statutes above, the New Jersey Auxiliary Police and its local affiliates shall be used only during properly declared local emergencies or disasters[2] or training missions approved by the Mayor of the City of Camden and in cooperation with the local Emergency Management Coordinator and shall be under supervision of the Director of the Department of Police of the City of Camden.

The Division of Community Services is hereby established and shall be supervised by the Superintendent of Recreation. The Division shall have the following responsibilities:
A. 
Operate community centers and neighborhood facilities under the jurisdiction and control of the City of Camden.

The Division of Recreation is hereby established and shall be supervised by the Superintendent of Recreation. The Division shall have the following responsibilities:
A. 
Administer and operate recreational facilities, either indoor or outdoor, for sports and other athletic and recreational programs for children and adults.
B. 
Use public property to the extent that it may be adaptable for recreational programs and purposes.[2]

C. 
Plan and develop programs to stimulate constructive use of leisure time of the citizens of the City.

The Bureau of Program Development is hereby established and shall be supervised by the Superintendent of Recreation. The Bureau shall have the following responsibilities:
A. 
Identify and apply for grants for community service, recreational and public works activities.
B. 
Coordinate and implement programs in conjunction with community groups and other governmental units.
C. 
Review, monitor and report on programs which the City has been awarded or has awarded to community groups, as directed by the Bureau of Grants Management.
D. 
Prepare reports to appropriate City, state, federal and/or private foundations as directed by the Bureau of Grants Management.[2]
