A. 
There is hereby adopted for the regulation and government of the Police Department of the City of Woodson Terrace and all officers and other personnel thereof, the "Police Personnel Manual of the City of Woodson Terrace" which is on file in the City offices and which is incorporated herein and made a part of this Chapter.
B. 
The Chief of Police is authorized to adopt from time to time policies and procedures for the conduct of the Police Department and the officers and employees thereof as he/she deems appropriate, not inconsistent with the terms of this Chapter.

A. 
Any Law Enforcement Officer as defined by Section 556.061, RSMo., full-time Peace Officer of a County as defined by Section 590.100, RSMo., or full-time Peace Officer of any political subdivision who is certified pursuant to Chapter 590, RSMo., or a Chief Executive Officer as defined by Section 590.100, RSMo., of a County or any political subdivision, certified pursuant to Chapter 590, RSMo., shall have the authority to respond to an emergency situation within the City of Woodson Terrace.
B. 
All full-time Police Officers of the City of Woodson Terrace certified pursuant to Chapter 590, RSMo., shall have the authority to respond to an emergency situation outside the boundaries of this City and within the jurisdiction of any other political subdivision which has adopted a similar ordinance, order or ruling authorizing such action pursuant to Section 70.820, RSMo.
C. 
As used herein, the term "emergency situation" shall mean any situation in which the Law Enforcement Officer has a reasonable belief that a crime is about to be committed, is being committed or has been committed involving injury or threat of injury to any person, property, or governmental interest and such officer's response is reasonably necessary to prevent or end such emergency situation or mitigate the likelihood of injury involved in such emergency situation. The determination of the existence of any emergency situation shall be in the discretion of the officer making the response or in the discretion of an officer or governmental officer of the political subdivision in which the emergency situation is alleged to be occurring.
D. 
As used in this Section, the term "response" shall mean to take any and all action which an officer may lawfully take as if exercising his/her powers within his/her own jurisdiction.
E. 
All full-time officers of the City of Woodson Terrace who have completed the basic Peace Officer training program pursuant to Chapter 590, RSMo., may arrest persons who violate any provisions of State law within the boundaries of St. Louis County or the City of St. Louis pursuant to the provisions of Section 70.820-5, RSMo.
F. 
Pursuant to the provisions of Section 70.820-6, RSMo., any Police Officer of the City of Woodson Terrace shall have the authority to arrest on view, and without a warrant, at any place within the State of Missouri, any person the officer sees asserting physical force or using forcible compulsion for the purpose of causing or creating a substantial risk of death or serious physical injury to any person or any person the officer sees committing a dangerous felony as defined in Section 556.061, RSMo.
G. 
Any action taken by any Police Officer of the City of Woodson Terrace within the boundaries of any other political subdivision pursuant to the authority granted by this Section or Section 70.820, RSMo., shall be deemed to be within the scope of such officer's employment by the City of Woodson Terrace. Any action taken by any officer of any other political subdivision within the City of Woodson Terrace authorized pursuant to an ordinance of such other political subdivision in accordance with Section 70.820, RSMo., shall be deemed to be in the scope of such officer's employment by such other political subdivision and such officer shall not be deemed to be an agent, servant or employee of the City of Woodson Terrace while so acting.

A. 
During each calendar year, a commercial alarm user shall be allowed one (1) false alarm without a service charge.
B. 
Any additional false alarms shall result in the imposition of a service charge in accordance with the following schedule:

Failure to pay the applicable service charge within ten (10) days following issuance of notice of such service charge shall constitute a violation of this Chapter.
C. 
As used herein, the term "False Alarm" shall mean any activation of an alarm system intentionally, by inadvertence, negligence, unintentional act or malfunction of the alarm system to which the Woodson Terrace Police Department is asked to respond when there is no unauthorized entry, intrusion or emergency, provided that the following shall not be considered false alarms:
1. 
Alarms intentionally caused by a person acting under a reasonable belief that a need exists to summon Police assistance.
2. 
Alarms occurring on a repeated basis without apparent cause but where reasonable effort in the judgment of the Police Chief or his/her designated representative is being made by the alarm user, alarm business, alarm agent, or other concerned person to correct the malfunction expeditiously.
3. 
Alarms followed by an immediate call to the Police Department canceling same by giving the proper code number prior to arrival of a Police Officer.
4. 
Alarms caused by weather conditions, such as windstorms, thunder, lightning or other similar phenomena.
5. 
Alarms caused by damage, testing or repair of the means of transmission, provided that such incidents are promptly reported to the company providing said means of transmission.
6. 
Alarms caused by the malfunction of equipment located in the Woodson Terrace Police Department.
7. 
Alarms caused by an attempted illegal or unauthorized entry of which there is visible or demonstrated evidence.
