A. 
There is hereby established the office of Chief of Police.
B. 
The Chief of Police is designated as the Chief Law Enforcement Officer of the City, and all Law Enforcement Officers of the City, including those in the Ranger Division, are under the supervision and command of the Chief of Police.
C. 
For the purposes of Chapter 200 of the St. Peters City Code, the term "Law Enforcement Officer" shall mean any person commissioned by the Peace Officer Standards and Training Commission with the power of arrest for a violation of the laws of the State of Missouri or the ordinances of the City of St. Peters.

Any other provision of this Code notwithstanding, the Chief of Police shall be appointed by the City Administrator.

A. 
It shall be the duty of the Chief of Police to faithfully discharge the duties enjoined on him/her by the laws of the State and by the provisions of this Code and other ordinances of the City. He/she shall make diligent inquiry and report to the Municipal Prosecuting Attorney for prosecution all persons who shall violate any provision of this Code or other ordinance of the City and all information and facts coming to his/her knowledge having reference thereto.

B. 
It shall be the duty of the Chief of Police, personally and by the Police Officers, to inquire into and see that the provisions of this Code and other City ordinances requiring occupation licenses or vehicle licenses are complied with by all persons engaged in any business or occupation or operating any automobile or other vehicle, on which business, occupation, automobile or other vehicle any such license is imposed by any such provision.
C. 
The Chief of Police or his/her designated representative shall attend upon the Municipal Court during the sittings of such Court, preserve order therein and execute such orders and process as may be given or directed to him/her by the Court.
D. 
The Chief of Police or his/her designated representative shall attend all meetings of the Board of Aldermen, preserve order therein and execute such orders and process as may be given or directed to him/her by the Board of Aldermen.
E. 
The Chief of Police, subject to law and ordinances of the City of St. Peters, and directions of the City Administrator, shall be responsible for the overall administration and management of the Police Department; recommending all promotions within the Police Department, coordinating the activities of the Department to ensure a high degree of effectiveness and efficiency in the delivery of Police services in the community; setting and achieving realistic goals and priorities in the delivery of Police services to the public and in the internal administration of the Department.
F. 
The Chief of Police shall have complete authority, control and command over any Auxiliary Police Force which may from time to time be authorized by this Code or other ordinance. He/she may appoint as members thereof any person he/she may deem to be qualified and may reject any application for membership. He/she may provide for the training of candidates for membership and for the further training of members.
G. 
The Chief of Police shall keep accurate accounts in suitable books of all executions or other process coming into his/her hands, where the City is a party and upon which money is to be collected.
H. 
The Chief of Police shall deliver to his/her successor in office all the books, papers, furniture and property pertaining to his/her office or in his/her possession as Chief of Police.
