A. 
Pursuant to the provisions of Section 70.820.6, RSMo., granting Statewide arrest powers for officers in special situations involving immediate dangerous force, the Law Enforcement Officers of the City of St. Peters, while off-duty, are authorized to effect the arrest of individuals anywhere in the State of Missouri who are observed by the officer in situations in which deadly force is the only means of protecting the officer's life or the life of another.
B. 
The Chief of Police may promulgate a Police Department general order as follows:
1. 
General Order, Limits Of Authority.
a. 
City Law Enforcement Officers may arrest, on view, and without warrant, at any place within this State, any person the officer sees asserting physical force or using forcible compulsion for the purpose of causing or creating a substantial risk of death or serious physical injury to any person or any person the officer sees committing a dangerous felony as defined in Section 556.061, RSMo. Any such action shall be deemed within the scope of the officer's duties.
b. 
Definition. As defined within Section 556.061, RSMo.:
DANGEROUS FELONY
Shall have the same meaning as set forth in Section 556.061(19), RSMo., as amended.
2. 
General Order, Department Control Of Weapons. Each commissioned, full-time Law Enforcement Officer of the St. Peters Police Department, when off-duty and while within the State of Missouri, may carry a Department-approved concealed weapon. This duty is executed in anticipation of the officer encountering persons involved in the occurrence of dangerous felonies specifically defined in Section 556.061, RSMo.
3. 
Applicability To The Ranger Division. The provisions of this Section shall be applicable to the Law Enforcement Officers of the Ranger Division.

A. 
Definition. For the purpose of this Section, the following term shall have the prescribed meaning:
MAJOR CASE SQUAD
Any formation, operation, organization or cooperative action between any County, Governing Body, any municipal government and the City of St. Peters the purpose of which is intensive professional investigation of certain individual crimes that may occur in their general geographical area, and which is operated and activated on request of a County Sheriff, County Police Superintendent or the Police Chief of a political subdivision wherein a crime has occurred.
B. 
The officers of the City of St. Peters Police Department are authorized to participate in and cooperate with any Law Enforcement Officers or jurisdictions in any Major Case Squad operation or formation. The officers designated to act as the Major Case Squad operation will be so designated by the Chiefs of Police and when acting outside of the City of St. Peters as a member of the Major Case Squad operation shall be considered to be on active duty the same as if acting within the boundaries of the City of St. Peters.

A. 
Definitions. For the purposes of this Section, the following words and phrases shall have the meanings respectively ascribed to them by this Section:
EMERGENCY SITUATION
Any situation in which the Law Enforcement Officer has a reasonable belief that a crime is about to be committed, is being committed, or has been committed involving injury or threat of injury to any person, property or governmental interest and such officer's response is reasonably necessary to prevent or end such emergency situation or mitigate the likelihood of injury involved in such emergency situation. The determination of the existence of any emergency situation shall be in the discretion of the officer making the response or in the discretion of an officer or governmental officer of the political subdivision in which the emergency situation is alleged to be occurring.
MUNICIPAL POLICE OFFICER
Any Police Officer of the City of St. Peters, Missouri, who has completed the basic Police training program as established by Chapter 590, RSMo., excluding Reserve Officers.
RESPONSE
To take any and all action which the officer may lawfully take as if exercising his/her powers within his/her own jurisdiction.
B. 
A municipal Police Officer of the City of St. Peters shall have the authority in accordance with departmental procedures to respond to an emergency situation outside the boundaries of the City of St. Peters while on duty.
C. 
The authority contained herein shall permit the response by one (1) or more municipal Police Officers to an emergency situation within any incorporated area whose corporate limits are common with the City of St. Peters, or within a five (5) mile mileage limitation in an unincorporated area. The Chief of the Police Department or his/her designee may in his/her discretion authorize additional response beyond this designated area.
D. 
It is the responsibility of the duty watch commander to insure that Police Officers do not leave the City inhabitants with inadequate Police protection or be absent for extended periods of time, but that the response shall be in aid of, and to assist, the authorities of the County or the municipality in which the emergency situation is located.
E. 
Every response to an emergency situation outside of the City's boundaries shall be reported by the Police Officer/Officers to the Chief of Police who in turn shall notify the City Administrator with a written explanation for the reason for said response. A copy of this notification shall be kept on permanent file with the City Clerk.
