The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.

The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing, or parking of vehicles in specified places or at specified times.

Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.

A. 
Parking Requirements.
1. 
General Parking Requirements.
a. 
All licensed vehicles, including recreational vehicles and trailers parked on a lot, shall be on a paved parking area or driveway.
b. 
A paved surface shall be constructed of concrete, asphalt, brick, interlocking pavers or other similar surfaces approved by the City Engineer or his/her designee. This surface shall be free from the growth of grass and weeds. The paved area shall extend the full length and width of the automobile, truck, trailer or recreational vehicle.
c. 
All storage of equipment or materials on or in any vehicle must be completely screened from public view except ladders. Ladders shall be secured to the vehicle on a rack or other appropriate mechanism.
2. 
Parking Requirements For Commercial Vehicles. No commercial vehicle or commercial trailer as defined by Section 300.010 shall be parked within a residentially zoned district, nor on streets or roadways within a commercially zoned district, except those temporarily parked while actively loading/unloading or providing a service or delivery to a residential dwelling or to a commercial business at which it is parked for a period of time not to exceed twelve (12) hours in the aggregate in any twenty-four-hour period, or as permitted within Subsection (A)(4)(c) of this Section and Subsection (B) of this Section, "Enclosed Storage." This parking restriction does not apply to industrially zoned districts.

3. 
Business Vehicle Parking Requirements. No business vehicle as defined by Section 300.010 shall be parked on any street within a residentially zoned district except those business vehicles temporarily parked while providing a service or delivery to a residential dwelling at which it is parked for a period of time not to exceed twelve (12) hours in the aggregate in any twenty-four (24) hour period. To the extent that business vehicles are permitted to be parked on the driveway of a residential lot, only one (1) such vehicle may be parked on any such driveway.
4. 
Recreational Vehicles, Recreational Equipment And Trailer Parking Requirements.
a. 
Not more than one (1) piece of recreational equipment, vehicle or trailer as defined by Section 300.010, such as a recreational vehicle, pickup camper, boat or trailer, shall be allowed on any residential lot. Such recreational vehicle, equipment or trailer shall not exceed twenty-two (22) feet in length or eight (8) feet in width.
b. 
All recreational vehicles, recreational equipment, pickup campers or trailers shall be parked behind all front building line(s), shall not extend past the front of any house into any front yard area, and shall be on a paved parking surface as noted in Subsection (A)(1) of this Section "General Parking Requirements".
c. 
Trailers or commercial trailers as defined in Section 300.010 shall be allowed to be temporarily parked on any residential driveway for a period not to exceed a total of ten (10) calendar days per calendar year.
d. 
Recreational vehicles, recreational equipment, pickup campers or recreational trailers shall be allowed to be temporarily parked on any residential lot for a period not to exceed a total of ten (10) days per calendar year for purposes of seasonal preparation. Utility connections related to recreational vehicle preparation shall not exceed two (2) days.
e. 
No recreational vehicles, equipment or trailers, as defined by Section 300.010, shall be parked on any street or adjacent right-of-way except those temporarily parked while actively loading or unloading for a period of time not to exceed four (4) hours in the aggregate in any twenty-four (24) hour period. Recreational vehicles, trailers and equipment shall not be parked in the street such that they block access in the street for emergency vehicles.
f. 
Recreational vehicles, recreational equipment, pickup campers or recreational trailers parked or stored shall not have fixed connections to electricity, water, gas or sanitary sewer facilities, and at no time shall such recreational equipment, vehicles or trailers be used for living or housekeeping purposes.
B. 
Enclosed Storage. Commercial or business vehicles or recreational vehicles, equipment or trailers in excess of the maximum permitted in a residentially zoned area, as defined by Section 300.010, may be parked and/or stored in a completely enclosed garage subject to the following additional requirements:

The Chief of Police or his/her designee may prohibit the parking of a commercial or business vehicle or recreational vehicle, equipment or trailer if the same will disrupt the general character of the residential zoned areas related to, but not limited to, noise, fumes, disruption to traffic or other safety hazards.
C. 
Public Vehicles. Any public vehicle such as fire, police or ambulance vehicle shall not be governed by the requirements of this Section.
