A. 
It shall be unlawful for any person to operate or park upon the streets of this City any motor vehicle or trailer unless the motor vehicle or trailer shall have the current official certificate of inspection and approval required of such motor vehicles by the Superintendent of the Missouri State Highway Patrol. Verification of inspection approval shall be displayed upon such motor vehicle or trailer in the manner prescribed by regulations established by the Superintendent of the Missouri State Highway Patrol.
B. 
No person unless then holding a valid permit shall issue a certificate of inspection and approval, sticker, seal or other device.
C. 
No person shall make, issue or knowingly use any imitation or counterfeit of an official certificate of inspection, sticker, seal or other device.
D. 
No person shall display or cause or permit to be displayed upon any vehicle any certificate of inspection and approval, sticker, seal or other device knowing the same to be fictitious or issued for another vehicle or issued without an inspection having been made.

A. 
It shall be unlawful for any person to operate or park upon the streets of this City any motor vehicle or trailer unless the motor vehicle or trailer shall have displayed the permanent license plate or temporary permit issued by the Director of Revenue of the State and currently in force, entirely unobscured, unobstructed, all parts thereof plainly visible and kept reasonably clean, so that the reflective qualities thereof are not impaired, and so fastened as not to swing.
B. 
No motor vehicle or trailer shall be operated on any highway of this City unless it shall have displayed thereon the license plate or set of license plates issued by the Director of Revenue or the State Highways and Transportation Commission and authorized by Section 301.140, RSMo. Each such plate shall be securely fastened to the motor vehicle or trailer in a manner so that all parts thereof shall be plainly visible and reasonably clean so that the reflective qualities thereof are not impaired. Each such plate may be encased in a transparent cover so long as the plate is plainly visible and its reflective qualities are not impaired. License plates shall be fastened to all motor vehicles except trucks, tractors, truck tractors or truck-tractors licensed in excess of twelve thousand (12,000) pounds on the front and rear of such vehicles not less than eight (8) nor more than forty-eight (48) inches above the ground, with the letters and numbers thereon right side up. The license plates on trailers, motorcycles, motortricycles, autocycles, and motor scooters shall be displayed on the rear of such vehicles either horizontally or vertically, with the letters and numbers plainly visible. The license plate on buses, other than school buses, and on trucks, tractors, truck tractors or truck-tractors licensed in excess of twelve thousand (12,000) pounds shall be displayed on the front of such vehicles not less than eight (8) nor more than forty-eight (48) inches above the ground, with the letters and numbers thereon right side up, or if two (2) plates are issued for the vehicle pursuant to Subsection (3) of Section 301.130, RSMo., displayed in the same manner on the front and rear of such vehicles. The license plate or plates authorized by Section 301.140, RSMo., when properly attached, shall be prima facie evidence that the required fees have been paid.

It shall be unlawful for any person to operate upon the streets of this City a motor vehicle or trailer on which there is displayed on the front or rear thereof any other plate, tag or placard bearing a number except the plate or placard, currently in force, furnished or authorized by the Director of Revenue of this State and the official license tag of any municipality of this State, nor shall there be displayed on any motor vehicles or trailer a placard, sign or tag bearing the words "license lost", "license applied for" or words of similar import, as a substitute for such authorized plate or placard.

The provision of this Article shall not apply to motor vehicles lawfully registered in another State or country where the person to whom such vehicle is registered is not a resident of the State of Missouri, and is not required by the laws of the State of Missouri to bear the Missouri registration. The provisions of this Article shall not apply to motor vehicles owned by the United States of America, the State of Missouri or any municipal corporation organized under the laws of the State of Missouri.

Any person found guilty of any provision of this Article shall be deemed guilty of committing an ordinance violation.
