A. 
All water mains laid on private property for the sole purpose of providing fire protection through sprinkler systems shall be provided with an approved backflow prevention device. The backflow prevention device shall be housed in an underground vault to be approved by the City Engineer, or at point of entry to the building prior to the fire sprinkler system. All cost for furnishing and installing the backflow prevention device complete with approved vault, shall be borne by the adjoining landowner or potential water user.
B. 
The landowner shall promptly report to the City any fires or system malfunctions that occur requiring water usage through the fire protection line. In the event routine checks of the backflow prevention device show that the valve is open and no fire has been reported, the customer shall pay a service charge of one hundred dollars ($100.00) for each occurrence, and further water service following repeated violations of this Section shall be provided only through totally metered lines, with all costs of metering to be borne by the water user. Water use registered through the meter shall be added to other usage for billing to the customer as per Section 705.040(A) of this Chapter.

The charges for usage of water from fire hydrants shall be as follows:

B. 
All water usage from fire hydrants through hydrant meters shall be billed at the water rates indicated in Section 705.040(A).
C. 
Following the return of the meter and payment of all applicable charges, and upon inspection of the fire hydrant and meter, and finding them in good condition, remainder of deposit will be returned.
D. 
No charge shall be made for usage of water from fire hydrants by authorized fire district personnel while performing fire protection duties.
