A.
When any person requires the use of City water for building purposes, other than as provided for in Chapter 700, Section 700.040(D), he/she shall notify the Manager; and the City shall, at the expense of said user, install a water meter on the premises at the time the water main is tapped for such purpose, or as soon thereafter as is practicable; and such water user shall be charged the regular meter rates for all water so consumed as per Section 705.040(A) of this Chapter.

B.
If the dwelling is to be used as a display home, the owner of the dwelling shall apply for service and shall be billed as provided for in Section 705.040(A) and Section 710.260(A).
