No person shall operate or drive a motor vehicle (except emergency
runs) or street railway or on any street, boulevard or thoroughfare
in the City, at any time, at a rate of speed in excess of twenty-five
(25) miles per hour, unless a higher maximum rate of speed applicable
to certain designated portions or parts of portions of specified streets
has been fixed by this Chapter or by ordinance and marked by signs
erected at the beginning and end of such designated portions of such
streets.

A. No person
shall drive a motor vehicle at such a slow speed as to impede or block
the normal and reasonable movement of traffic, except when reduced
speed is necessary for safe operation or in compliance with law. Peace
Officers may enforce the provisions of this Section by directions
to drivers, and in the event of apparent willful disobedience to this
provision and refusal to comply with direction of an officer in accordance
herewith, the continued slow operation by a driver is a violation
of this Section.
B. No vehicle
shall be operated at a speed of less than forty (40) miles per hour
on any highway which is part of the interstate system of highways,
unless:
1. A slower
speed is required for the safe operation of the vehicle because of
weather or other special conditions; or
2. Agricultural
implements, self-propelled hay-hauling equipment, implements of husbandry
and vehicles transporting such vehicles or equipment may be operated
occasionally on interstate highways for short distances at a speed
of less than forty (40) miles per hour if such vehicle or equipment
is operated pursuant to a special permit issued by the Chief Engineer
of the State Department of Transportation pursuant to Section 304.200,
RSMo., and the regulations established pursuant to such Section.

No person shall operate or drive a motor vehicle (except emergency
runs) or streetcar in any alley in the City at a rate of speed in
excess of fifteen (15) miles per hour.

Notwithstanding any other provision of this Chapter, no person
shall operate or drive a motor vehicle, except for emergency runs,
or streetcar in any legally designated school zone at a rate of speed
in excess of twenty (20) miles per hour.

A. The Director of Public Works and Parks shall post at all entrances to the City, signs indicating the speed limits provided in Section
320.010, and at all entrances to school zones, signs indicating the speed limits provided in Section
320.040.
B. The speed
limits provided by Schedule I of this Title III shall be marked by
signs erected at the beginning and end of the designated portions
of the streets designated in such Sections.

A. No person
shall operate or drive a motor vehicle (except emergency vehicles)
on any street, boulevard or thoroughfare in the City, at any time,
at a rate of speed in excess of the speed limits posted according
to this Chapter or by ordinance and marked by signs erected at the
beginning and end of such designated portions of such streets.
B. On the
following designated thoroughfares the speed limit shall be strictly
enforced:
1. Carleton Avenue: From Hanley Road to North and South Road.
